CMS-ACCOUNTABILITY PORTAL

Amends the Department of Central Management Services Law. Requires the Department to establish and maintain a website known as the Illinois Accountability Portal. The website shall provide direct access to information concerning State employees and individual consultants, State expenditures, State tax credits, State contracts, and revocations and suspensions of occupation and use tax certificates of registration and professional licenses.

PEN CD-IMRF-SICK LEAVE-SCHOOLS

Amends the IMRF Article of the Illinois Pension Code. In provisions concerning creditable service, provides that if the employee was in the service of more than one school district, then the sick leave days from all such employers shall be credited (currently only sick leave days from last employer). Provides that in calculating the creditable service, the sick leave days from the last employer shall be considered first, then the remaining sick leave days shall be considered until there are no more days or the maximum creditable sick leave threshold has been reached. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

VEH CD-ELECTRONIC COMM DEVICES

Amends the Illinois Vehicle Code. Provides that a person may not operate a motor vehicle on a roadway while using an electronic communication device to compose, send, or read an electronic message. Provides that a violation is an offense against traffic regulations governing the movement of vehicles. Sets forth exceptions.

CRIME VICTIM-IMPACT STATEMENT

Amends the Mental Health and Developmental Disabilities Code and the Rights of Crime Victims and Witnesses Act. Provides that if a criminal defendant has been found not guilty by reason of insanity of a violent crime and a hearing has been ordered by the court under the Mental Health and Developmental Disabilities Code to determine if the defendant is: (1) in need of mental health services on an inpatient basis; (2) in need of mental health services on an outpatient basis; or (3) not in need of mental health services, the victim or the victim's spouse, guardian, parent, grandparent, or other immediate family or household member shall have the right to present a victim's impact statement at the commitment hearing.

STATE PROP-PUB SAFETY NETWORK

Amends the State Property Control Act. Provides that the administrator and the Illinois Criminal Justice Information Authority must (rather than have the authority to) transfer certain assets and personnel to the Illinois Public Safety Agency Network. Imposes conditions on rulemaking. Effective immediately.

PETROLEUM GAS-RETAIN CUSTOMER

Amends the Liquefied Petroleum Gas Container Act. Prohibits an owner of a liquefied petroleum gas container from using the restrictions of the Act for the purposes of retaining customers. Effective immediately.
