Amends the Illinois Public Aid Code. Provides formulas for Medicaid reimbursement of ambulance service providers for emergency ambulance services, non-emergency ambulance services, mileage, advanced life support services, and specialty care transport services. Provides that the requirement for payment of ground ambulance services by the Illinois Department of Healthcare and Family Services is met if the services are provided pursuant to a request for evaluation, treatment, and transport for an individual with a condition of such a nature that a prudent layperson would have reasonably expected that a delay in seeking immediate medical attention would have been hazardous to life or health. Requires the Department to annually update the ambulance fee schedule rates on July 1 of each year. Makes other changes.

Amends the Energy Efficient Commercial Building Act. Changes the short title to the Energy Efficient Building Act. Provides a definition of "building". Applies the Act to residential and commercial buildings (now, all commercial buildings). Provides that the Capital Development Board must adopt the specified energy conservation code as the minimum requirements for commercial buildings and as the minimum and maximum requirements for the construction of residential buildings. Provides that units of local government may not regulate energy efficient building standards for residential buildings in a manner that is either less or more stringent than the standards in the Act. Provides that units of local government may not enact any annexation ordinance or resolution, or require or enter into any annexation agreement, that imposes energy efficiency building standards for residential buildings that are either less or more stringent than the energy efficiency standards in effect throughout the unit of local government. Provides that any unit of local government that has adopted any previously published editions of the International Energy Conservation Code on or before January 1, 2009 may continue to regulate energy efficient building standards under that Code and any supplements the unit of local government has adopted prior to January 1, 2009. Preempts home rule powers. Effective immediately.
Amends the Motor Fuel Tax Law. Provides that $3,500,000 shall be transferred each month to the Grade Crossing Protection Fund (instead of $2,250,000). Provides that, of the moneys transferred to the Grade Crossing Protection Fund, not less than $12,000,000 (instead of $6,000,000) shall be used for the construction or reconstruction of rail highway grade separation structures. Increases the amount transferred to the Transportation Regulatory Fund beginning in fiscal year 2010. Provides that the Illinois Commerce Commission may order up to $2,000,000 per year in Grade Crossing Protection Fund moneys for the improvement of grade crossing surfaces and up to $300,000 per year for the maintenance and renewal of four-quadrant gate vehicle detection systems located at non-high speed rail grade crossings. Effective immediately.
Amends the Criminal Code of 1961. Changes the elements of the offenses of stalking and cyberstalking. Provides that a person commits stalking when he or she knowingly engages in a course of conduct directed at a specific person, and he or she knows or should know that this course of conduct would cause a reasonable person to: (1) fear for his or her safety or the safety of a third person; or (2) suffer other emotional distress. Provides that if the conduct is committed using electronic communication, the offense is cyberstalking. Provides that a person also commits aggravated stalking when he or she, in conjunction with committing the offense of stalking, violates a stalking no contact order or a civil no contact order. Retains the same penalties for the offenses.
Amends the Criminal Code of 1961. Exempts from an eavesdropping violation, any law enforcement officer investigating incidents involving hostages or barricaded subjects necessitating the use of eavesdropping cameras or audio devices intended to ensure the safety of the general public or any law enforcement officer.
Amends the Property Tax Code. In counties of less than 3,000,000, provides that if an owner fails to file an application for any homestead exemption (instead of only the senior assessment freeze), a certificate of error may be issued. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Director of the Illinois Department of Public Health shall develop a working group to advise the Department on Primary Stroke Center Systems; that this work group shall have representation from the following groups: EMS Medical Directors; hospital administrators; neurologists from accredited Primary Stroke Centers; EMS Coordinators; stroke advocates; fire chiefs in Illinois; private ambulance providers; and a representative from the State Emergency Medical Services Advisory Council; and that this group shall also develop and submit a statewide stroke assessment tool to the Department for final approval, a copy of which shall be disseminated to all EMS Systems for adoption no later than January 15, 2011. Effective immediately.
Amends the Criminal Code of 1961. Provides that theft of property exceeding $1,000,000 in value is a Class X felony. In the Illinois Financial Crime Law, deletes provision that a financial crime which is loan fraud in connection with a loan secured by residential real estate is a Class 4 felony. Effective immediately.
Amends the Illinois Highway Code. Requires, upon written request by the Director of State Police, an interstate highway, State highway, or segment of an interstate highway or State highway to be named in honor and memory of one or more Illinois State Troopers killed in the line of duty. Requires the Director of State Police to submit a request to the Secretary of the Illinois Department of Transportation to erect one or more signs containing certain information about each memorialized Trooper. Requires the Secretary of the Illinois Department of Transportation to consult with the Director of the State Police on the design of the signs and to erect the signs by an agreed upon date. Requires the costs associated with the signs to be borne by the labor organization representing the Trooper. Requires the Secretary of the Illinois Department of Transportation and the labor organization to enter into an agreement regarding payment of those costs before those costs are incurred. Specifies that if the road segment identified in the request has already been named for another individual or organization, then the Secretary of the Illinois Department of Transportation and the Director of State Police shall consult on and determine an alternate location that is acceptable to both agencies. Effective immediately.
