Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Replaces references to "firearm authorization card" with "firearm control card" throughout the Act. Makes changes in the definitions of "branch office" and "private alarm contractor". Adds a provision concerning continuing education for licensed private detectives and licensed private security contractors. Makes changes to provisions concerning the training of employees of licensees, qualifications for licensure as a private alarm contractor, uniforms, qualifications of licensure as a locksmith agency, and the Private Detective, Private Alarm, Private Security, and Locksmith Board. Amends the Criminal Code of 1961 to make corresponding changes. Effective immediately.

Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Amends the State Officials and Employees Ethics Act. Requires (now, authorizes) an Executive Inspector General to refer to the appropriate law enforcement authority allegations of misconduct that may give rise to criminal penalties. Effective immediately.
Amends the Criminal Code of 1961. Provides that the following activity is an exemption to an eavesdropping violation, recording or listening with the aid of an eavesdropping device to a conversation in which a law enforcement officer, or any person acting at the direction of a law enforcement officer, is a party to an undercover conversation and has consented to the conversation being intercepted or recorded in the course of an investigation of a felony violation of the Illinois Controlled Substances Act, a felony violation of the Cannabis Control Act, or a felony violation of the Methamphetamine Control and Community Protection Act. Provides that prior notification to and verbal approval of the State's Attorney or his or her designee of the county in which the conversation is anticipated to occur must be given. Provides that the Director of State Police shall issue rules as are necessary concerning the use of devices, retention of recording media, and reports regarding their use.
Amends the Criminal Code of 1961. Provides that the fees collected from offenders diverted to the State's Attorney's bad check diversion program may also be used in the enforcement and prosecution of criminal laws (rather than for only paying the expenses of the program).
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning certificates of title.
Amends the Criminal Code of 1961. Exempts from an eavesdropping violation any recordings made simultaneously with a video recording of any conversations occurring upon a peace officer responding to a scene in the investigation of any criminal offense under Illinois law. Also exempts from an eavesdropping violation recording or listening with the aid of any device to any conversation where a law enforcement officer, or any person acting at the direction of law enforcement, is a party to the conversation and has consented to it being intercepted or recorded under circumstances where the use of the device is necessary for the protection of the law enforcement officer or any person acting at the direction of law enforcement in the course of an investigation of a felony weapons offense with prior notification to the State's Attorney of the county in which the recording or listening to the conversation is to occur.
Amends the Liquefied Petroleum Gas Regulation Act. Provides that no legal action shall be commenced or maintained against any person engaged in the business of selling at retail, supplying, handling, or transporting liquefied petroleum gas in this State if the alleged injury, damage, or loss was caused by: (1) the alteration, modification, or repair of liquefied petroleum gas equipment or a liquefied petroleum gas appliance if done without the knowledge and consent of the liquefied petroleum gas seller, supplier, handler, or transporter; or (2) the use of liquefied petroleum gas equipment or a liquefied petroleum gas appliance in a manner or for a purpose other than that for which the equipment or appliance was intended and that could not reasonably have been expected.
Amends the Election Code. Makes a technical change in a Section concerning the continuation of prior laws.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
