Educational outcomes.

Existing law establishes a system of elementary and secondary education in this state. Under this system, public and private elementary and secondary schools throughout the state provide instruction in kindergarten and grades 1 to 12, inclusive. This bill would state the intent of the Legislature to enact subsequent legislation that would improve educational outcomes for pupils in kindergarten and grades 1 to 12, inclusive.

Public postsecondary education.

The Donahoe Higher Education Act establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, the California State University, under the administration of the Trustees of the California State University, and the University of California, under the administration of the Regents of the University of California, as the 3 segments of public postsecondary education in the state. This bill would state the intent of the Legislature to enact subsequent legislation related to public postsecondary education.

Relative to National Blood Donor Month.

This measure would recognize January as National Blood Donor Month and urge all citizens to celebrate the cause of blood donation and recognize volunteer blood donors for their generous gifts, urge all eligible blood donors to donate regularly, and encourage businesses and organizations throughout the state to sponsor community-based blood drives with their local blood centers and provide citizens of our State with the opportunity to give.

Relative to the Little Saigon Freeway.

This measure would designate the portion of State Route 101 in the County of Santa Clara from Story Road to the junction with State Highway Route 280 and State Highway Route 680 as the Little Saigon Freeway. The measure also would request the Department of Transportation to determine the cost of appropriate signs showing that special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs.
