Employing Veterans to Feed America Act

Maddy summaryThis bill requires the Department of Veterans Affairs to report on its Warrior Training Advancement Course (WARTAC), tracking veteran participation rates, cost savings, and hiring outcomes for veterans completing the program. It also creates a 2-year pilot program under the Department of Agriculture to hire veterans transitioning from military service into vacant USDA positions related to agriculture, conservation, and nutrition. The pilot mandates reporting on the number of veterans hired, their transition to full-time federal roles, and program effectiveness. These provisions directly affect veterans using the Transition Assistance Program (TAP) and federal agencies like the VA and USDA.

GATES Act

Maddy summaryHR 4800, the GATES Act, modifies a provision in the Food Security Act of 1985 to create a new exception for agricultural income. It allows farmers, ranchers, and forestry businesses to receive certain payments or benefits without being subject to income limits if 75% or more of their average adjusted gross income comes from these activities. To qualify, these entities must provide documentation to the Secretary (typically the USDA) proving their income source. This change directly affects agricultural producers receiving federal payments by expanding eligibility for those primarily engaged in farming, ranching, or forestry.

Converting Our Waste Sustainably (COWS) Act of 2023

Maddy summaryThe Converting Our Waste Sustainably (COWS) Act of 2023 establishes a new federal program to help dairy and livestock producers reduce methane emissions and improve soil health. It directly affects eligible producers who currently use liquid manure lagoons or methane-capturing systems by offering cost-sharing (up to 90% federal funding) to adopt covered management measures like pasture-based grazing, solid manure separation systems, or composting practices. The program allocates $1.5 billion over five years (2024-2028), prioritizing projects near low-income communities and reserving funds for beginning, limited-resource, and socially disadvantaged farmers. Payments require producers to implement at least one approved measure for up to three years, with a $825,000 cap per entity over five years.

To direct the Secretary of Defense to submit to Congress a report evaluating beneficiary access to TRICARE network pharmacies.

Maddy summaryHR 5150 requires the Secretary of Defense to submit a report to Congress within 180 days of enactment, evaluating how TRICARE beneficiaries access network pharmacies under the new TPharm5 contract compared to the previous TPharm4 contract. The report must analyze rural access (including drive times and medication compliance), pharmacy service capabilities (like long-term care and compounding), beneficiary usage patterns, and non-network pharmacy use - specifically for rural beneficiaries and those affected by pharmacies leaving the network. It directly affects TRICARE beneficiaries, particularly those in rural areas or who used pharmacies that departed the network after October 24, 2022. The bill mandates concrete data collection on access, service availability, and cost impacts without changing TRICARE policy.

Funding Early Childhood is the Right IDEA Act

Maddy summaryThis bill authorizes increased federal funding for early childhood special education programs under the Individuals with Disabilities Education Act (IDEA). It specifically restores funding for Part C (services for infants and toddlers with disabilities) and Section 619 (preschool programs for children with disabilities ages 3-5) by setting annual appropriations from $503 million to $1.22 billion for Section 619 and $932 million to $1.73 billion for Part C through 2028. These funds would directly support states in delivering high-quality early intervention and preschool services to children with disabilities and their families. The bill aims to reverse decades of reduced per-child funding, which had fallen significantly from historical highs.

START Housing Act of 2023

Maddy summaryThe START Housing Act of 2023 reauthorizes a federal housing program for individuals recovering from substance use disorders, extending its funding period from 2019-2023 to 2024-2029. It requires states receiving funds to prioritize areas with the highest unemployment rates, lowest workforce participation, highest drug overdose deaths, and most unsheltered homelessness, using data from federal agencies. The bill mandates "low-barrier" housing access for participants and requires states to use federal funds to supplement, not replace, existing state/local housing funding. It also adds requirements for states to consult with local housing groups when planning program implementation.
