HEAL Act of 2023

Maddy summaryThis bill updates federal grant programs to include all FDA-approved opioid overdose reversal agents (like naloxone), not just specific products. It requires the Health and Human Services Secretary to revise existing grant program materials by December 2023 to ensure references cover any approved agent. The change directly affects states and tribes receiving State Opioid Response Grants and Tribal Opioid Response Grants under the 21st Century Cures Act, as well as regional/national prevention grants under the Public Health Service Act. This allows grantees greater flexibility to use the most effective, currently available reversal agents in their opioid response efforts.

FASD Respect Act

Maddy summaryHR 3946, the FASD Respect Act, establishes a new federal program within the Department of Health and Human Services (HHS) to address fetal alcohol spectrum disorders (FASD). The bill creates FASD Centers for Excellence to build state, tribal, and national capacity for prevention, identification, and support services - directly affecting individuals with FASD, their families, and healthcare providers. Key provisions include developing standardized diagnostic guidelines, expanding screening and training for medical professionals, creating a national resource directory for FASD services, and promoting culturally informed interventions. The program requires HHS to report to Congress on progress within four years. This legislation restructures existing HHS authority to focus comprehensively on FASD across the lifespan, replacing older terminology with consistent "FASD" references.

Northern Border Regional Commission Reauthorization Act of 2023

Northern Border Regional Commission Reauthorization Act of 2023 This bill makes changes to the authorities and programs of regional economic and infrastructure development commissions. Specifically, the bill reauthorizes the Northern Border Regional Commission (NBRC) and establishes and expands NBRC grant programs. Regional commissions may make grants for the planning, construction, equipment, and operation of health, nutrition, and child care projects. The bill also authorizes these regional commissions (as part of economic and infrastructure development grants) to promote the production of housing to meet economic development and workforce needs. Each commission may accept transfers of funds from other federal agencies. Discretionary grants made by a commission to implement significant regional initiatives, to take advantage of special development opportunities, or to respond to emergency economic distress may be made without regard to specified percentage limitations. The bill limits the aggregate amount of discretionary grants.

American Dream and Promise Act of 2023

Maddy summaryThe American Dream and Promise Act of 2023 would create two pathways to permanent residency for certain immigrants. The "Dream Act" portion would provide conditional permanent resident status to individuals who entered the U.S. as children, have lived continuously in the U.S. since January 1, 2021, and meet educational requirements (such as completing high school, earning a degree, or enrolling in education programs). The "American Promise Act" portion would provide permanent residency to individuals eligible for Temporary Protected Status (TPS) or Deferred Enforced Departure (DED) as of specific dates (January 1, 2017, or January 20, 2021). The bill includes provisions for background checks, fee exemptions for low-income applicants, and processes for removing conditional status after meeting specific criteria like completing higher education or earning income.

Calling on the Government of the Russian Federation to immediately release United States citizen Paul Whelan.

Maddy summaryHRES 272 is a non-binding resolution passed by the U.S. House of Representatives calling on Russia to immediately release Paul Whelan, a U.S. citizen and Michigan resident imprisoned since 2018 on espionage charges without evidence. It demands Russia provide Whelan with consular access, ensure due process rights, and release him from his 16-year labor camp sentence. The resolution also thanks Canada, Ireland, and the U.K. for their efforts to secure his freedom and expresses sympathy to his family. As a formal statement of congressional position, it does not compel action but underscores the House's stance on Whelan's case.

Bridge Corrosion Prevention and Repair Act of 2023

Maddy summaryThe Bridge Corrosion Prevention and Repair Act of 2023 requires federal highway and rail bridge projects receiving federal funding to use certified contractors trained in corrosion control. The bill also expands federal grant funding eligibility to include corrosion control work on rail bridges and directs the Transportation Secretary to study best practices for inspecting and repairing weathering steel bridges within 18 months. These changes directly affect contractors, state transportation departments, and local governments managing federally funded bridges.

Fair and Open Skies Act

Maddy summaryHR 4021, the Fair and Open Skies Act, amends U.S. aviation law to require that the Department of Transportation consider labor standards when reviewing international air transport agreements. Specifically, it adds "preventing the undermining of labor standards" as a mandatory factor in the public interest test for approving such agreements under 49 U.S.C. § 40101. This change directly affects international airlines seeking to operate flights to or from the U.S. and the DOT, which must now evaluate whether proposed agreements could weaken U.S. labor protections. The bill updates existing provisions by replacing outdated language about "agreements with the United States Government" and explicitly including labor standards in the evaluation criteria.

Jackie Walorski Enhancing Necessary Data on Illegal School Bus Passing Act

Maddy summaryThis bill establishes a federal program to collect data on illegal passing of stopped school buses. It requires the National Highway Traffic Safety Administration to award grants to up to 12 diverse entities - including school districts, tribal agencies, public/private bus fleets, and communities with varying weather/socioeconomic backgrounds - to monitor and document specific incident details like location, weather, driver characteristics, and enforcement actions. After collecting this data, grantees must submit reports, leading to a national public safety campaign (using the collected data) and model legislation requiring illegal passing to be classified as a moving violation. The bill directly affects school transportation safety systems, law enforcement, and drivers who pass stopped school buses, focusing on data-driven prevention rather than new penalties.
