Creates crime of controlled substances homicide. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both. Takes effect only if constitutional amendment proposed by House Joint Resolution 27 (2023) is approved by people at regular general election held in November 2024. Takes effect on effective date of constitutional amendment proposed by House Joint Resolution 27 (2023).

Expands purposes for which qualified borrower may use loan proceeds, in connection with tax credits allowed for affordable housing lenders, to include limited equity cooperatives, with certain conditions. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Requires ] Authorizes Oregon Advocacy Commissions Office, Commission on Hispanic Affairs, Commission on Black Affairs, Commission for Women and Commission on Asian and Pacific Islander Affairs to each employ at least one paid intern ] employ paid interns and staff necessary to supervise interns . Appropriates moneys for purpose of employing interns. Declares emergency, effective on passage.

Expands definition of "debilitating medical condition" for medical use of marijuana. Allows specified entities to be designated as primary caregiver for registry identification cardholder. Protects entities and employees of entities from certain criminal liability related to medical use of marijuana. Prohibits Oregon State Board of Nursing from taking disciplinary action against nurse for discussing medical use of marijuana with patient. Takes effect on 91st day following adjournment sine die.

Requires Housing and Community Services Department to report to Legislative Assembly on homeownership disparities by September 15 of each even-numbered year. Sunsets January 2, 2035. ] Requires department to identify and remove barriers to down payment assistance for individuals with individual taxpayer identification numbers and to report to Oregon Housing Stability Council. ] Requires department to convene and provide training programs for homeownership organizations and to evaluate and to report on effectiveness of organization's programs to council. ] Requires department to research existing financial literacy materials and to develop new materials and financial literacy pamphlet by September 15, 2025. ] Requires mortgage bankers and brokers to include financial literacy pamphlet with mortgages. Becomes operative January 1, 2026. ] Appropriates moneys from General Fund to support homeownership and fair housing. Declares emergency, effective July 1, 2023.

Provides permanent revenue stream from Oregon Marijuana Account to fund ] Appropriates moneys from General Fund to Oregon Business Development Department to be used for Economic Equity Investment Program created under chapter 103, Oregon Laws 2022 (Enrolled Senate Bill 1579). Expands crime of assault in the third degree to include assault of public transit vehicle operator acting in course of official duty. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Establishes Universal Health Plan Governance Board and directs board to create comprehensive plan for implementing Universal Health Plan beginning in 2027. Declares emergency, effective on passage.

Defines terms. Increases penalties for possession of controlled substance when possession occurs visibly in public place. Punishes by maximum of 30 days' jail, $1,250 fine, or both.

Establishes unlawful employment practice for engaging in certain conduct that subjects employee to workplace bullying or hostile work environment. Allows recovery of damages by private right of action. Requires Bureau of Labor and Industries to establish model procedures for employers to use in establishing employer policies addressing workplace bullying.
