Designates potato as official vegetable of Oregon.

Allows gun dealer or person transferring firearms, firearm accessories, ammunition or ammunition components for purchase at gun show, or business engaged in repairing or servicing firearms to establish minimum age of 21 years for such purchases, repairs or services. Creates exemption from antidiscrimination statute for enforcement of policies that impose age-based restrictions on purchase of firearms, firearm accessories, ammunition or ammunition components or on repairing or servicing of firearms in place of public accommodation.

Directs Housing and Community Services Department by rule to establish and implement pilot program through which department cooperates with qualified lending institutions to provide 100 percent financing for residential property purchases to persons who qualify for special purpose credit programs. Authorizes department to enter into agreements with qualified lending institutions for purpose of implementing pilot program and specifies required terms and conditions of agreements. Specifies bases on which lending institution may become qualified lending institution. Requires department to offer second position mortgage loan for purchase of residential property to participants in amount that qualified lending institution does not fund with first mortgage loan. Specifies terms and conditions of second position mortgage loan. Establishes Special Purpose Credit Program Loan Fund in State Treasury, separate and distinct from General Fund. Appropriates moneys in fund continuously to department for purpose of making mortgage loans in connection with pilot program. Appropriates moneys from General Fund to department for purpose of making mortgage loans in connection with pilot program. Declares emergency, effective on passage.

Requires Department of Transportation, Oregon Department of Administrative Services and any contracting agency that uses funds from American Rescue Plan Act of 2021 to study use of apprentices in projects for public works and other public improvement projects. Directs department to submit findings to interim committees of Legislative Assembly related to workforce training not later than September 15, 2024. Specifies contents of study and report. Sunsets on January 2, 2025. Takes effect on 91st day following adjournment sine die.

Authorizes Department of Justice to assist victims of domestic violence and sexual assault with housing needs. Appropriates moneys from General Fund to department for those purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.

Establishes exception, for video cameras worn by law enforcement officer, to prohibition on law enforcement agency collecting or maintaining information about person's political, religious or social views or activities. ] Establishes circumstances where law enforcement officer may begin recording from video camera worn by officer without developing reasonable suspicion or probable cause. ] Permits law enforcement agency to collect and maintain information about person's political, religious or social views or activities if information was collected and maintained for lawful purpose, including activities carried out in accordance with policy for officer-worn video cameras. Declares emergency, effective on passage.

Requires Housing and Community Services Department to report to Legislative Assembly on homeownership disparities by September 15 of each even-numbered year. Sunsets January 2, 2035. Requires department to identify and remove barriers to down payment assistance for individuals with individual taxpayer identification numbers and to report to Oregon Housing Stability Council. Requires department to convene and provide training programs for homeownership organizations and to evaluate and report on effectiveness of organization's programs to council. Requires department to research existing financial literacy materials and to develop new materials and financial literacy pamphlet by September 15, 2025. Requires mortgage bankers and brokers to include financial literacy pamphlet with mortgages. Becomes operative January 1, 2026. .

Exempts from state income tax military pay received by Oregon National Guard member while in active service of state or on state active duty. Applies to tax years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

Requires passage of specified examination for certification as nursing assistant. Requires Oregon State Board of Nursing to offer examination in English and Spanish. Takes effect on 91st day following adjournment sine die.

Specifies property and funds of judgment debtor that are exempt from execution or garnishment. Permits plaintiff to bring action, including class action, for unlawful debt collection practice within six years after discovering unlawful practice and increases amount of recoverable statutory damages. Takes effect on 91st day following adjournment sine die.
