Requires contractors and subcontractors on qualified contracts to employ apprentices for 15 percent of work hours that workers in apprenticeable occupations perform under qualified contracts, to provide workers with health insurance and retirement benefits and to make good-faith efforts to encourage minority individuals, women, economically disadvantaged individuals, socially disadvantaged individuals and service-disabled veterans to become apprentices with contractor or subcontractor with aspirational goal of employing minority individuals, women, economically disadvantaged individuals, socially disadvantaged individuals and service-disabled veterans to perform 15 percent of work hours performed by apprentices in apprenticeable occupations under qualified contracts. Specifies actions that constitute good-faith efforts. Takes effect on 91st day following adjournment sine die.
Establishes procedure for person with qualifying conviction for possession of controlled substance to file motion requesting court order setting aside conviction. Provides that fee, set of fingerprints and background check are not required for motion. Specifies grounds for objection to motion and burden of proof.
Requires Water Resources Department to study legal implications of recent Oregon Supreme Court case for water rights of certain hydroelectric projects. Directs department to submit findings to interim committees of Legislative Assembly related to water no later than September 15, 2024. Takes effect on 91st day following adjournment sine die.

Establishes annual salary of members of Legislative Assembly equal to annual average wage for all covered employment in Oregon for prior year. Directs that salary of members of Legislative Assembly be adjusted to conform to annual average wage for all covered employment only once every two years. Applies cost-of-living adjustment to monthly interim expense allowance received by members. Applies to pay periods beginning on or after January 1, 2024. Proposes amendment to Oregon Constitution requiring that special election to determine whether public officer is recalled shall occur at next regularly scheduled election for relevant electoral district that occurs 35 or more days after deadline for public officer to resign. Refers proposed amendment to people for their approval or rejection at next general election.
