Allows Health Licensing Office to issue license to practice health care administration to qualified applicant. Defines "health care administration." Prohibits unlicensed practice of health care administration. Allows office to impose discipline for certain violations. Directs office to provide administrative and regulatory oversight to health care administration program. Imposes civil penalty for violation of licensure requirements. Takes effect on 91st day following adjournment sine die.

Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.

Establishes Indigenous Language Justice Fund. Requires nonprofit organization in this state to serve as fiscal agent to receive disbursement of moneys for purposes related to supporting Indigenous languages interpretation in this state. Requires fiscal agent to annually report to interim committee of Legislative Assembly related to language interpretation services. ] Appropriates moneys to Oregon Department of Administrative Services for distribution to Pueblo Unido PDX for facilitating creation of certain language proficiency evaluations. Appropriates moneys to department for distribution to Oregon Worker Relief for payments to individuals who provide interpretation services of specified languages. Declares emergency, effective July 1, 2023.

Exempts from state income tax retirement pay or pension received as result of service in Armed Forces of the United States. Applies to tax years beginning on or after January 1, 2024.

Establishes higher education grant program for qualified dependents of current Oregon National Guard members who are eligible to continue to serve in Oregon National Guard for at least six additional years.

Creates Community Escrow Fund in State Treasury to hold coordinated care organization restricted reserves. Allows coordinated care organization to request from Oregon Health Authority payments from fund in amounts needed to pay costs not accounted for in establishing coordinated care organization's global budget.

Includes insurance in definition of real estate, goods and services that are subject to penalties for unlawful trade practices. ] Provides that violation of prohibitions against unfair claim settlement practices with respect to insurance is subject to enforcement action under Unlawful Trade Practices Act. Permits person to obtain, and court to award, appropriate equitable relief in addition to monetary damages under Unlawful Trade Practices Act. Requires Director of Department of Consumer and Business Services to request action before prosecuting attorney may take action under Unlawful Trade Practices Act against act or practice related to insurance.

Requires Housing and Community Services Department to make grants to nonprofit institutions ] grant to Network for Oregon Affordable Housing to provide low-interest loans to purchasers of homes with limited equity. Appropriates moneys to department from General Fund for grants ] grant . Sunsets January 2, 2026. Requires department to report on use of loan fund to interim committee of Legislative Assembly by September 15, 2024 ] 2025 , and September 15, 2026 ] 2027 . Declares emergency, effective July 1, 2023.

Requires Oregon Health Authority to request federal approval to allow parent or legal guardian to be paid to act as personal support worker or direct support professional for minor child who has intellectual or developmental disability. Requires Department of Human Services to disregard income of parent in determining child's eligibility for developmental disability services. Declares emergency, effective on passage.

Directs State Court Administrator to develop judicial training program focusing on domestic violence and child abuse in family law cases. Directs Chief Justice of Supreme Court to adopt rules requiring specified judges, court staff and court-appointed professionals to attend trainings. Directs Chief Justice of Supreme Court by rule to prescribe minimum experience requirements for expert witnesses who may testify in specified family court proceedings regarding abuse and trauma. Prohibits court in child custody proceeding from ordering certain removals, reunification treatments or other actions to improve relationship of child with one parent over other parent. Takes effect on 91st day following adjournment sine die.
