Establishes standards for establishment of farm cafes on lands in Lane County zoned for exclusive farm use. Requires Oregon Health Authority to review land use compatibility statement before licensing farm cafe. Authorizes authority to revoke, deny or suspend license upon certain violations of land use conditions.
Requires owner of public building to periodically conduct inspections and testing of fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems in public building. Specifies qualifications for inspectors. Requires inspector to issue certificate of compliance if public building complies with applicable standards or to issue deficiency report if public building does not comply. Specifies time period within which public building owner must return public building to compliance. Punishes violation of Act with civil penalty equivalent to five cents for each square foot of occupied space in public building. Authorizes additional civil penalties for continuing failure to comply. Takes effect on 91st day following adjournment sine die.
Creates process by which person may file post-conviction relief petition due to currently available relevant forensic scientific evidence at any time after conviction.
Adds two members who are physician assistants or retired physician assistants to membership of Oregon Medical Board. Takes effect on 91st day following adjournment sine die.
Appropriates moneys to Department of Justice out of General Fund to fund animal cruelty-focused attorney within department's Criminal Justice Division. Declares emergency, effective on passage.
Requires Department of Human Services to contract with up to two agencies providing agency with choice services. Specifies criteria for agencies that contract with department. Allows consumers to use private pay home care program through Home Care Commission to access agency with choice services and other home care services. ] Directs department to conduct study of barriers to implementing private pay home care worker program and prescribes elements of study. Requires department to report findings of study to interim committees of Legislative Assembly related to health and to human services by January 1, 2026. Requires department to report on implementation of agency with choice services to interim committees of Legislative Assembly related to human services by January 1, 2027. Allows provider of agency with choice services to serve individuals who are not enrolled in state medical assistance program beginning two years after provider starts offering agency with choice services. Makes persons providing agency with choice services mandatory reporters.
Creates Commission for Original Peoples from South America, Central America and Mexico. Prescribes duties of commission. Directs Oregon Advocacy Commissions Office to provide administrative oversight to commission. Allows Governor to assign member of Racial Justice Council as liaison with commission. Allows commission to provide nominee for appointment to Environmental Justice Council. Requires Department of Education to consult with commission in development of certain academic content. Takes effect on 91st day following adjournment sine die.
Requires school districts to prepare ventilation verification assessment and take certain actions based on recommendations that result from assessment. Requires school districts to install carbon dioxide monitors in classrooms. Requires school districts to submit verification report to Department of Education. Establishes School Ventilation Fund.
Requires Oregon Health Authority to conduct study and develop recommendations for classification system for traumatic brain injuries and training for first responders and law enforcement in identifying symptoms of traumatic brain injuries, acquired brain injuries and post-traumatic stress syndrome and training on appropriate referrals for services and treatment. Sunsets January 2, 2025.
Establishes voluntary bicycle registration program. Sets registration, transfer of ownership, change of address and other fees. Establishes Bicycle Transportation Improvement Fund. Makes bicycle ownership information available to law enforcement agencies.
