Directs Department of Education to establish school media program standards and provide technical assistance related to those standards.

Directs Oregon Department of Emergency Management to develop and implement grant program to distribute moneys to certain counties to fund emergency preparedness coordinators. Directs Emergency Preparedness Advisory Council to convene Committee on County Emergency Management to study and make recommendations regarding capacity of counties in Oregon to prepare for, respond to and recover from emergencies.

Requires each school district board to develop written plan establishing climate change instructional program for kindergarten through grade 12 no later than June 1, 2026. Establishes requirements for instructional program. Requires school district board to review and update plan every seven years. Requires Department of Education to establish model plan to provide guidance to school districts and to develop academic content standards for climate change instructional program. Requires Superintendent of Public Instruction to withhold from noncompliant school districts amounts otherwise to be distributed as grants from Student Investment Account. Provides that purposes of grants distributed from Student Investment Account includes meeting requirements for climate change instructional program. Requires eligible applicants to describe in grant application how school district is meeting climate change instructional program requirements. Requires career and technical education programs to integrate climate change instruction to support climate-focused sustainability career pathways.
Limits applicant screening charge to $10. Makes violations of screening requirements unlawful practice subject to enforcement by Commissioner of the Bureau of Labor and Industries. Takes effect on 91st day following adjournment sine die.
Requires Higher Education Coordinating Commission to establish project connecting adults in custody and former adults in custody to community colleges, public universities and apprenticeship programs. Sets forth project requirements. Establishes Oregon Rebound Fund to support project. Requires commission to work with Bureau of Labor and Industries and community corrections agencies to establish statewide network to assist adults in custody and former adults in custody in enrolling in appropriate post-secondary classes, post-secondary programs and apprenticeship programs. Requires commission to hire five regional navigators to run statewide network. Details requirements of network and navigators. Declares emergency, effective on passage.
Requires Oregon Health Authority to study potential pathways for local governments and nonprofit providers to receive Medicaid reimbursement directly for crisis response services. Directs authority to submit findings to interim committees of Legislative Assembly related to health not later than September 15, 2024. ] Establishes Nonviolent Crisis Intervention and Safe Communities Fund and appropriates moneys in fund to Department of Human Services for specified purposes related to expanding access to training in public programs, school districts and education service districts on nonviolent crisis intervention methods. Establishes Safe School Culture Grant program in Department of Education for purposes of developing network of instructors certified in nonviolent crisis intervention methods to train school district and education service district staff to be certified in nonviolent crisis intervention methods. Specifies requirements for recipients of grants. Requires grants to be awarded by July 1, 2024. Requires school districts and education service districts that receive grants through Safe School Culture Grant program to report specified data to Department of Education related to trainings funded with grants. Declares emergency, effective July 1, 2023.
