Requires Housing and Community Services Department to provide grants to developers of single-family homes made available for affordable homeownership. Requires department to provide loans under modified version of Affordable Housing Land Acquisition Revolving Loan Program for land for affordable homeownership housing. Requires department to award grants to support innovative homeownership projects. Appropriates moneys from General Fund to department for purposes of Act. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.

Grants higher property tax exemption for property of veterans with disabilities. Grants exemption for veteran's surviving spouse who remains unmarried. Takes effect on 91st day following adjournment sine die.

Requires State Department of Agriculture to study expansion of organic agriculture sectors. Directs department to submit findings to interim committees of Legislative Assembly related to agriculture no later than September 15, 2024.

Requires Department of Education to provide grants to school districts to carry out school district's child sexual abuse prevention instructional program. Requires department to submit to interim committees of Legislative Assembly related to education report on status and impact of grants. Requires department to create, fill and utilize one full-time equivalent position to oversee and administer grants and ensure school districts comply with requirements. Establishes Erin's Law Grant Fund for purposes of providing grants. Requires department to provide technical assistance to school districts in adoption and implementation of child sexual abuse prevention instructional program. Appropriates moneys from General Fund to department for deposit in Erin's Law Grant Fund for biennium beginning July 1, 2023.

Establishes Task Force on Reparations and directs task force to study and develop proposals for financial and nonfinancial reparations for Oregonians of African-American descent, develop appropriate methods for educating public about task force findings and recommend appropriate remedies based on task force findings. Sunsets December 31, 2024. Takes effect on 91st day after adjournment sine die.

Directs Oregon Criminal Justice Commission to create pilot grant program funding coalitions that create nonpolice response systems to minor instances of crime. Appropriates moneys to commission to fund program. Requires Department of Corrections to adopt rules requiring supervising officers to provide to eligible persons on supervision quarterly updates on progress toward earning reduction in supervision. Modifies applicability of earned reduction of supervision changes in House Bill 2172 (2021).

Makes unlawful practice for employer or employment agency to advertise job, promotion or transfer opportunity without disclosing pay range and employment benefits in job posting. Requires employers to maintain certain employment records for each employee. Makes violation unlawful practice. Permits Commissioner of Bureau of Labor and Industries to assess civil penalty against employer or employment agency for violation. Makes employment agencies subject to prohibition against inquiries regarding salary history and past criminal convictions. Becomes operative on January 2, 2024. Takes effect on 91st day following adjournment sine die.

Authorizes governing bodies of certain public entities that own or control public building to adopt policy, ordinance or regulation or precluding affirmative defense for possession of firearms in public building and adjacent grounds by concealed handgun licensees. Provides that in prosecution for possession of firearm in building or on grounds subject to such policy, ordinance or regulation, concealed handgun licensee affirmative defense is not complete defense, but results in Class A misdemeanor conviction punishable by 364 days' imprisonment, $6,250 fine, or both.

Eliminates six-month residency requirement for issuance of angling or shellfish license to qualifying disabled veteran. Provides that veteran who currently resides in state is eligible for license. Takes effect on 91st day following adjournment sine die.

Creates affirmative defense to crimes involving visual depiction or visual recording of sexually explicit conduct involving child when defendant and child are within specified age range and certain other circumstances exist.
