Allows person who retires from Department of State Police as police officer to participate in group benefit plan offered by Public Employees' Benefit Board with no increase in premiums.

Prohibits licensing board, commission or agency from denying, suspending or revoking occupational or professional license solely for reason that applicant or licensee was convicted of crime or subject to qualifying juvenile adjudication that does not substantially relate to specific duties and responsibilities for which license is required. Specifies criteria for determining whether crime substantially relates to specific duties and responsibilities for which license is required. Specifies additional restrictions on licensing board's, commission's or agency's power to deny occupational or professional license. Permits person convicted of crime to petition licensing board, commission or agency at any time for determination as to whether conviction will prevent person from receiving occupational or professional license. Permits licensing board, commission or agency to charge reasonable fee for determination. Provides that final ] determination is binding upon licensing board, commission or agency unless, at time of petition, person has charges pending, failed to disclose previous crime or was convicted of crime after submitting petition. Requires notice to person before final ] determination that conviction will result in denial of occupational or professional license. Specifies additional rights of person and additional notice requirements.
Establishes COFA Food Assistance Program to provide nutrition assistance to COFA citizens who would qualify for Supplemental Nutrition Assistance Program benefits but for their immigration status and who have incomes at or below federal poverty guidelines.
Authorizes formation of children's service districts. Authorizes children's service districts to levy property taxes to fund programs that offer children's services. Defines "children's services" as services that support children's total health and well-being provided outside of school hours to individuals not more than 18 years of age. Provides that, if action is filed by taxpayer for real property located within children's service district asserting valid claim that revenue funding project is subject to compression under $5 per $1,000 of real market value cap for purposes of Ballot Measure 5 (1990) as revenue funding project constituting educational services, children's service district shall discontinue project and shall use revenue for project that does not constitute educational services.
Prohibits denial of medical assistance on basis that individual under 19 years of age is in detention pending adjudication. Requires Oregon Health Authority to seek federal approval for federal financial participation in costs of providing medical assistance to such individuals. Requires Oregon Health Authority to conduct study, in consultation and collaboration with directors of county juvenile departments, agencies working with juvenile justice and youth health care systems, directors of juvenile detention facilities, Department of Human Services and Oregon Youth Authority, of needs of and barriers to youth in detention in accessing medical assistance and health care services. Requires Oregon Health Authority to report on study to interim committees of Legislative Assembly related to judiciary no later than September 15, 2025.
Requires Oregon Criminal Justice Commission to establish statewide online database of certain information about public safety employees. Requires law enforcement units, Department of Public Safety Standards and Training, Department of Justice and prosecutors to report to commission information about public safety employees for inclusion in database. Requires phased reporting of historical information. Modifies crime of tampering with public records. Eliminates exemption from disclosure of public records for disciplinary records of public safety officers. Declares emergency, effective on passage.
Creates Commission for Indigenous Communities. Prescribes duties of commission. Directs Oregon Advocacy Commissions Office to provide administrative oversight to commission. Allows Governor to assign member of Racial Justice Council as liaison with commission. Allows commission to provide nominee for appointment to Environmental Justice Council. Requires Department of Education to consult with commission in development of certain academic content. Takes effect on 91st day following adjournment sine die.
Requires membership of task forces and work groups to be comprised at least 50 percent of community members and individuals who are members of or who represent community-based organizations. Requires membership of task forces and work groups to be comprised at least 25 percent of individuals who are or who represent organizations that serve historically underrepresented and marginalized communities or that provide culturally specific services. Requires members of task forces and work groups who are not otherwise compensated for task force or work group service be eligible for stipend as compensation for travel and time spent while serving on task force or work group. Establishes Task Force and Work Group Stipend Fund. Directs Oregon Department of Administrative Services to estimate amount of stipend each biennium based on estimated number of task force and work group participants and amount appropriated to fund for biennium, and to pay stipend to eligible claimants. Caps maximum amount of stipend. Appropriates moneys to Task Force and Work Group Stipend Fund. Declares emergency, effective July 1, 2023.
Provides that lack of verbal or physical resistance does not by itself constitute lack of consent or inability to consent in determination of whether sexual act is consensual.
Creates Deadly Force Prosecutions Unit within Criminal Justice Division of Department of Justice. Appropriates moneys from General Fund to department for purposes of unit.
