Relating to firearms.

Repeals requirement to secure firearm in specified circumstances. Repeals requirement to secure firearm prior to transfer. Repeals requirement to report loss or theft of firearm within certain time of loss or theft. Repeals requirement to directly supervise use of firearm by minor after transfer of firearm to minor. Repeals provisions limiting possession of firearms by concealed handgun licensees in Capitol, certain airport buildings and certain school grounds. Repeals affirmative defense to charge of possessing weapon in public building for person possessing firearm in airport in accordance with federal law. Reduces fees payable to county sheriff for issuance and renewal of concealed handgun license.

Relating to the forfeiture of water rights.

Establishes that perfected and developed water right is not subject to forfeiture if owner of water right ceased to use all or part of water appropriated for period of five successive years because owner engaged in water conservation practices or distribution of water that owner received from water district was less than certificated maximum for period of at least five successive years. Removes reference to federal statute that is no longer in effect.

Relating to insurance coverage of prescription drugs.

Prohibits health insurers and pharmacy benefit managers from restricting coverage of physician-administered prescription drugs that are obtained by nonparticipating pharmacies. Designates violation of prohibition as unlawful practice.

Relating to voter registration.

Provides that any voter who has not voted or updated voter registration in four or more years will become inactive elector, with name removed from voting rolls if voter fails to vote or update registration within additional two years.

Relating to education savings accounts; declaring an emergency.

Establishes education savings account (ESA) program. Allows participating students to obtain grants from education savings accounts to pay for qualified education expenses for specified types of schools or education programs. Establishes Education Savings Program Fund and transfers moneys from State School Fund distributions for use in education savings accounts. Requires Department of Education, in consultation with State Treasurer, to establish parent advisory committee. First applies to 2024-2025 school year. Declares emergency, effective on passage.
