Relating to workforce development in the Eastern Oregon Border Economic Development Region; and declaring an emergency.

Clarifies, for purposes of Eastern Oregon Border Economic Development Board activities, that "workforce development" includes development of residential housing necessary to attract and keep employees in Eastern Oregon Border Economic Development Region. Authorizes Oregon Business Development Department to enter into intergovernmental agreements as necessary for administration of Eastern Oregon Border Economic Development Board Fund. Declares emergency, effective on passage.

Relating to damages for civil causes of action that take into account race or ethnicity of plaintiff.

Prohibits fact finder from determining plaintiff's damages for civil cause of action using calculation for projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff. ] Makes calculation of projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff inadmissible in civil action. Directs court to instruct jury in civil action involving claim for projected future earnings that jury may not consider race or ethnicity of plaintiff.

Relating to carbon sequestration.

Directs Department of Environmental Quality and State Forestry Department to study opportunities for state actions to promote carbon sequestration and to include in study consideration of regional approaches for reducing greenhouse gas emissions through carbon sequestration. Requires departments to report to interim committee of Legislative Assembly related to natural resources by September 15, 2019. Sunsets January 2, 2020.
