Directs Teacher Standards and Practices Commission, Department of Education and Office of Child Care to make specified evaluations to increase number of educators in Eastern Oregon Border Economic Development Region who are available to teach courses in secondary math and science and in career and technical education programs. Directs commission, department and office to submit report to interim committee of Legislative Assembly no later than September 15, 2020 ] 2024 . Sunsets December 31, 2020 ] 2024 . Declares emergency, effective on passage.

Provides private right of action to recover for expenses in relation to veterinary care for abused domestic animal.

Requires school district to adopt policy requiring comprehensive district plan on student suicide prevention. Prescribes requirements of policy ] plan . Directs school district to adopt policy by beginning of 2020-2021 school year. Declares emergency, effective on passage.

Exempts from ad valorem property taxation property that is owned or used by cooperative for purpose of providing steam or hot water heat by combustion of biomass. Applies only to cooperative whose property is subject to central assessment, if more than 50 percent of interest in cooperative is owned by public entities whose property is exempt from ad valorem property taxation by virtue of such public ownership. Takes effect on 91st day following adjournment sine die.

Extends period for filing restraining order under Family Abuse Prevention Act to two years from 180 days after date of abuse. ] Extends period for elderly persons and persons with disabilities to file restraining order to two years from 180 days after date of abuse. ] Extends period for filing sexual abuse restraining order to two years from 180 days after date of abuse. ] Modifies Family Abuse Prevention Act to authorize court to continue restraining order if abuse occurred within specified period, petitioner reasonably fears for petitioner's physical safety and respondent represents credible threat to physical safety of petitioner or petitioner's child. Declares emergency, effective on passage.

Requires State Forestry Department to annually report to Legislative Assembly or interim committee regarding development, implementation and administration of ] implementation and enforcement of property notifications and certifications required under Oregon Forestland-Urban Interface Fire Protection Act. Declares emergency, effective on passage.

Modifies list of mandatory reporters of suspected child abuse to include animal control officers.

Allows professional licensing board to issue nonrenewable temporary authorization to spouse of member of Armed Forces of United States stationed in Oregon and who holds eligible out-of-state authorization to provide occupational or professional service. Specifies expiration date of temporary authorization. Takes effect on 91st day following adjournment sine die.

Requires hospitals and pediatric health care facilities to have plans, approved by Oregon Health Authority, for treating sexual assault survivors who present in need of medical forensic services or for transferring sexual assault survivors to hospital or approved pediatric health care facility for medical forensic services. Requires authority to adopt rules for treatment and transfer plans. ] Requires facilities that provide medical forensic services to provide sexual assault survivors with vouchers to pay for services related to sexual assault that are not paid from Sexual Assault Victims' Emergency Medical Response Fund. Prohibits health care providers from billing sexual assault survivors for specified services related to sexual assault. ] Authorizes authority to impose civil penalties of up to $500 for each violation. ] Requires district attorney to include sexual assault nurse examiner or hospital representative in sexual assault response team organized by district attorney to adopt protocols addressing response to sexual assault victims.

Directs Department of State Police to study how to increase and improve criminal justice resources relating to missing and murdered Native American women in Oregon and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020. Declares emergency, effective on passage.
