Directs Oregon Business Development Department to develop workforce development plan to communicate advantages of Eastern Oregon Border Economic Development Region in order to encourage people to move to and work in region. Requires department to submit workforce development plan to interim legislative committees related to economic development on or before September 15, 2020.
Appropriates moneys from General Fund to Department of Environmental Quality for deposit in Residential Solid Fuel Heating Air Quality Improvement Fund to fund community efforts to promote economic development and improve public health by reducing emissions from solid fuel burning devices that burn wood. Declares emergency, effective July 1, 2019.
Provides funding to peer-run organizations in Portland metropolitan area, southern Oregon region and eastern and central Oregon region to operate peer respite centers to provide peer respite services to individuals with mental illness who experience acute distress, anxiety or emotional pain. Requires Oregon Health Authority to adopt criteria for peer respite centers that receive funding and to monitor compliance. Declares emergency, effective on passage.
Provides that machinery and equipment used to compress and bale harvested straw, hay, grass or other plants for purpose of storage or shipment is tangible personal property exempt from ad valorem property taxation. Applies to property tax years beginning on or after July 1, 2019. Takes effect on 91st day following adjournment sine die.
Authorizes exception allowing certain cities to impose tax or fee, in excess of standard limitation, on production, processing or sale of marijuana items. Requires distribution to county governing body, for public safety purposes, of percentage of proceeds of tax or fee imposed pursuant to exception. Applies to marijuana items produced, processed or sold on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
