Establishes Local Government Technical Assistance Program within Housing and Community Services Department. Relating to sex crimes involving controlled substances; declaring an emergency.

Creates aggravated version of certain sex offenses. Increases crime classification when person, in order to facilitate commission of offense, knowingly causes other person to ingest controlled substance without other person's consent. Punishes aggravated version of sexual abuse in the third degree by maximum of five years' imprisonment, $125,000 fine, or both. Punishes aggravated version of rape in the third degree, sodomy in the third degree and sexual abuse in the second degree by maximum of 10 years' imprisonment, $250,000 fine, or both. Punishes aggravated version of rape in the second degree, sodomy in the second degree, unlawful sexual penetration in the second degree and sexual abuse in the first degree by maximum of 20 years' imprisonment, $375,000 fine, or both. Declares emergency, effective on passage.

Requires specified mental health providers to report to law enforcement patient expression of intent to kill or seriously injure others if patient is likely to carry out intent and has ability to carry out intent.

Relating to county fairground capital construction; declaring an emergency.

Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department for biennium beginning July 1, 2019, for consultant services related to report. Declares emergency, effective July 1, 2019.

Relating to youth aging out of foster care; declaring an emergency.

Establishes Oregon Youth Aging Out of Foster Care Task Force. Requires task force to develop recommendations for housing and shelter for youth aging out of foster care. Requires task force to submit report to Legislative Assembly by September 15, 2020. Sunsets task force on December 31, 2020. Amends policy of Housing and Community Services Department to require consideration of youth aging out of foster care. Declares emergency, effective on passage.

Requires Department of Veterans' Affairs, in its biennial agency request budget, to request certain level of funding. Requires Governor's budget to fund department at certain level of funding. Requires Legislative Assembly to fund department at certain level of funding. Provides that requirements do not apply under certain negative economic conditions.

Directs Department of Human Services to develop pilot program contracting with Yamhill County for provision of community-based child welfare services. Relating to requests for school transfers; declaring an emergency.

Allows student subjected to substantiated act of harassment, intimidation, bullying or cyberbullying to request transfer to another school. Requires school district to grant transfer to another school in school district or to provide written consent to attend school in another school district. Requires school district to provide transportation for student who transfers schools. Declares emergency, effective July 1, 2019.
