Requires State Department of Fish and Wildlife to biennially report to Legislative Assembly regarding estimated change in wolf population. Requires Legislative Assembly to identify amount of state funding necessary to provide counties with assistance sufficient for carrying out essential features of county programs regarding wolf depredation and financial assistance. Requires Legislative Assembly to review estimate of change in wolf population prior to making appropriation to fund used for wolf depredation and financial assistance grant program. Requires that Legislative Assembly establish, to extent practicable, fund appropriation amount greater than identified necessary funding amount and reflecting estimated change in wolf population. Requires that Legislative Assembly, to extent practicable, direct that minimum percentage of appropriation be expended for financial assistance to persons who implement livestock management techniques or nonlethal wolf deterrence techniques designed to discourage wolf depredation of livestock.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
Appropriates moneys from General Fund to Oregon Watershed Enhancement Board for purposes related to programs for grants from Oregon Agricultural Heritage Fund. Declares emergency, effective July 1, 2019.
Directs State Department of Fish and Wildlife to adopt by rule and administer program for authorizing voluntary projects for stream restoration and habitat improvement through construction of environmental restoration weirs. Exempts voluntary projects authorized under program from removal-fill permit and fish passage requirements. Authorizes department to require fish passage as part of authorized voluntary project in certain circumstances. Provides that certain riparian work as part of authorized voluntary project is not subject to riparian management requirements under Oregon Forest Practices Act. Requires department to adopt rules establishing program in time for rules to become operative no later than one year after effective date of this Act. Requires department to submit, no later than September 15, 2028, report to Legislative Assembly on environmental and economic impacts of program. Declares emergency, effective on passage.
Directs Oregon Health Authority to disclose to district attorney and law enforcement agencies addresses of marijuana grow sites in county over which district attorney and law enforcement agencies have jurisdiction. Takes effect on 91st day following adjournment sine die.
Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
Requires Oregon Department of Administrative Services to include tribal boundaries on any legislative district maps department produces.
Allows subtraction from federal taxable income for purchase of qualifying gun safe. Takes effect on 91st day following adjournment sine die.
