Relating to meetings of groups formed to aid legislation; prescribing an effective date.

Requires legislative task forces and work groups to provide public notice of upcoming meetings and audio or video links to permit members of public to contemporaneously listen to or observe meetings. Requires task forces and work groups to permit public to provide comment on matters before task force or work group. Takes effect on 91st day following adjournment sine die.

Relating to extreme risk protection orders.

Modifies procedures for issuing extreme risk protection order. Modifies court findings for issuing order. Requires court to schedule second hearing seven days after issuing initial ex parte order and to order respondent to engage in mental health evaluation. Directs court to, at second hearing, consider results of mental health evaluation and either terminate order or order third hearing and second mental health evaluation. Directs court to, at third hearing, terminate order or continue order for final 30 days.

Relating to school superintendent employment; declaring an emergency.

Allows district school board to enter into agreement with superintendent for payment in lieu of 12 months' notice required when superintendent's employment is terminated without cause. Prohibits district school boards from taking certain actions involving superintendents of education service districts in relation to compliance with local, state or federal law. Declares emergency, effective July 1, 2023.

Directs Oregon Health Authority to develop and maintain electronic system to collect information about administration of naloxone or other specified drugs, and deaths resulting from opioid overdose. Requires specified individuals to report information to electronic system. Takes effect on 91st day following adjournment sine die.
