Relating to affordable housing for seniors; declaring an emergency.

Requires Housing and Community Services Department to provide sample plans and grants for senior cottages. Appropriates moneys from General Fund to department for grant program. Requires department to report on program to interim committee of Legislative Assembly on or before September 15, 2025. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.

Relating to the homestead property tax deferral program.

Requires Legislative Revenue Officer to study homestead property tax deferral program. Directs officer to submit report of findings to interim committees of Legislative Assembly related to revenue not later than September 15, 2024.

Relating to notification of school response to certain behaviors directed toward students.

Requires school officials to provide parents or guardians of student who was subjected to act of harassment, intimidation or bullying or act of cyberbullying with notification that describes actions of school in responding to report of act of harassment, intimidation or bullying or act of cyberbullying. Removes school official discretion to decide whether to notify parents or guardians about act of harassment, intimidation or bullying or act of cyberbullying.

Relating to transportation; prescribing an effective date.

Establishes DMV Modernization Task Force to study options for expanding number of driver and motor vehicle services available to public through private providers. Sunsets task force on December 31, 2024. Takes effect on 91st day following adjournment sine die.

Relating to local marijuana taxes; prescribing an effective date.

Increases maximum percentage of tax or fee that governing body of city or county may impose on sale of marijuana items. Requires percentage of newly enacted or increased amount to be transferred to county in which collecting marijuana retailer is located, provided county is eligible to receive distributions from Oregon Marijuana Account. Applies to marijuana items sold on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to income tax subtractions for student loan payments; prescribing an effective date.

Allows personal income and corporate excise taxpayers to subtract from taxable income amounts paid as principal and interest on qualified education loans, if borrower is taxpayer or spouse, dependent or employee of taxpayer. Reduces amount of allowed subtraction by amounts of interest deducted on federal return. Applies to loan payments made in tax years beginning on or after January 1, 2023, and before January 1, 2029. Takes effect on 91st day following adjournment sine die.
