Requires parent or legal guardian of student to provide written permission prior to student participating in human sexuality education course. Directs school districts to provide form for parent or legal guardian to grant permission, and requires school districts to include with form information about curriculum and how to access instructional materials. Limits provision of human sexuality education courses to grades 5 through 12. Declares emergency, effective July 1, 2023.

Requires legislative committees to extend same courtesies to members of county governing bodies as are extended to members of Legislative Assembly when testifying, including but not limited to order of testimony taken and length of testimony allowed.
Repeals provisions prohibiting food and beverage providers from providing single-use plastic straws to consumers except upon request.
Requires pharmacy benefit managers to annually report specified information to Department of Consumer and Business Services, including costs and rebates of prescription drugs for enrollees. Authorizes civil penalty, or refusal, revocation or suspension of registration, for failing to comply with reporting requirements.
Permits counties to elect to increase number of voting booths available at primary and general elections in order to provide all electors with option of using easily accessible voting booth to cast ballot. Requires that decision to increase number of voting booths may be made only by county measure and may not interfere with elector's ability to cast ballot by mail.
Directs State Court Administrator to fund assessment of courthouses in small counties. Requires state to provide funding for courthouses not in need of replacement. Requires state to build new courthouse to replace courthouses in need of replacement.

Prohibits pharmacy benefit manager, after adjudication of and payment on claim for reimbursement of prescription drug, from recouping reimbursement paid except as part of routine audit, or from imposing retroactive fee on basis that was not determined when claim was adjudicated.
Repeals sunset of Broadband Fund and related program. Redefines "underserved area" and "unserved area" for purposes of program related to Broadband Fund for providing grants or loans to assist with broadband service infrastructure and digital-related projects. Removes certain customer preferences in making broadband service infrastructure grant or loan award decisions under program.
Creates income or corporate excise tax credit for taxpayer that pays salary or wages of employee while employee misses work to attend jury service, or for self-employed individual unable to engage in trade or business because of jury service. Modifies juror fee provisions. Increases juror fee in circuit court to $50 per day. Requires self-employed individual eligible for tax credit to waive fee. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
