Establishes Legislative Assembly Paid Internships Program to provide stipends to interns performing services in offices of members of Legislative Assembly. Provides that stipends to be offered are to be of equal value. Appropriates moneys to fund program. Declares emergency, effective July 1, 2019.
Provides that for purposes of determining salary of certain member of Public Employees Retirement System, housing allowance paid to prison chaplain shall be treated as includable in member's taxable income under Oregon law.
Expands exemption from limitations on employment of retired members of Public Employees Retirement System employed by certain law enforcement and correctional agencies. Takes effect on 91st day following adjournment sine die.
Permits duplicate health benefit plan coverage for public employees. Deletes provision requiring Oregon Educators Benefit Board to use payment methodologies in self-insured health benefit plans offered by board that are designed to limit growth in per-member expenditures for health services to no more than 3.4 percent per year. Deletes provision requiring Oregon Educators Benefit Board to adopt policies and practices designed to limit annual increase in premium amounts paid for contracted health benefit plans to 3.4 percent. Takes effect on 91st day following adjournment sine die.
Provides that person applying for license to act as plumber, electrician, landscape professional or contractor is not required to possess high school diploma, modified diploma or equivalent or degree from post-secondary institution.
Removes future dangerousness as factor for jury to determine when deciding on sentence of death. Requires state to prove beyond reasonable doubt that defendant should receive death sentence. Specifies procedures for persons already sentenced to death to be resentenced to life imprisonment without possibility of parole. Takes effect on 91st day following adjournment sine die.
Creates credit against income taxes for amounts paid by veteran as principal or interest on qualified education loans. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2025. Takes effect on 91st day following adjournment sine die.
Creates crime of unlawful storage of firearm. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes second and subsequent convictions by maximum of five years' imprisonment, $125,000 fine, or both. Requires gun dealers to post notice concerning obligation to store firearms in safe manner. Prohibits sale, delivery or transfer of firearm to person convicted of unlawful storage of firearm for five-year period after conviction. Punishes unlawful sale, delivery or transfer by maximum of 364 days' imprisonment, $6,250 fine, or both.
