Directs Department of Human Services to conduct annual in-person case planning with ward 14 years of age or older during which department informs ward that ward is eligible for transition services and provides ward with assistance in applying for ] accessing transition services, if applicable. Directs department to submit annual report on data relating to transition services for wards. Directs department to submit initial report no later than September 15, 2020. ] Appropriates moneys from General Fund to department for provision of transition services to wards.

Provides that employer bears burden of proof in denial of coverage that otherwise compensable condition is no longer major contributing cause of need for treatment and disability of combined condition. Permits board of community college to determine whether to establish campus police department and commission police officers.
For purposes of taxpayer election of reduced tax rate for certain pass-through income, reduces tax rates, reduces maximum eligible income and modifies employment requirements. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
