Expands crime of assault in the third degree to include physical injury to health care worker performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both, if defendant has certain previous diagnoses. Takes effect on 91st day following adjournment sine die.

Modifies process for revising form or notice sent to parents or adult students regarding statewide summative assessments. Clarifies process for completing forms. Declares emergency, effective on passage.

Prohibits use of single-use checkout bags except in certain cases. Allows Department of Environmental Quality to impose civil penalty of not more than $250 per day. Prohibits local governments from imposing charges on checkout bags or other bags provided to customers. Repeals statute requiring retail establishments that offer plastic bags to customers to also offer paper bags.

Establishes Task Force on Impacts of Mandatory Overtime on Corrections Staff. Directs task force to evaluate effects and adverse impacts of mandatory overtime on corrections employees. Requires task force to submit report of findings and recommendations for legislation to Legislative Assembly no later than September 15, 2020. Sunsets task force on December 31, 2020. Declares emergency, effective on passage.

Extends from July 1, 2019, to July 1, 2023, period of time public universities must provide scope and value of specified employee benefits. Declares emergency, effective on passage.

Extends statute of limitations for certain sex crimes. Authorizes prosecution at any time after commission of crime if defendant identified based on DNA analysis. Declares emergency, effective on passage.

Directs State Board of Education to adopt by rule complaint process to report school district policy in violation of state law prohibiting harassment, intimidation, bullying and cyberbullying. Directs board to adopt rules relating to complaint investigation and standards to determine whether school district policy prohibiting harassment, intimidation, bullying and cyberbullying complies with and is applied in accordance with state law. Directs Department of Education to establish system to track number of reported incidences of harassment, intimidation, bullying or cyberbullying that occur in each school district. Declares emergency, effective July 1, 2019.

Prohibits abusive conduct by parents or students toward school employees. Takes effect July 1, 2020.

Establishes Statewide School Safety and Prevention System. Specifies functions of system. Declares emergency, effective July 1, 2019.

Provides that auction company has lien on motor vehicle that auction company possesses and stored on premises that auction company owns or controls. Permits auction company to title motor vehicle in name of auction company if motor vehicle remains unclaimed on auction company's premises for more than 30 days, in name of insurer that directed auction company to take possession of motor vehicle or in name of nonprofit organization that directed auction company to take possession of motor vehicle. Declares emergency, effective on passage.
