Authorizes issuance of general obligation bonds under Article XI-Q of Oregon Constitution for construction of veterans' home in Roseburg, Oregon. Declares emergency, effective July 1, 2019.
Requires sellers of manufactured dwellings on rented spaces to provide property disclosure statements, in prescribed form, to prospective purchasers. Exempts foreclosing lienholders and landlords selling under consignment agreement.
Establishes Task Force on Preventing Assaults Committed Against Public Transit Employees to address ways to reduce and prevent assaults committed against public transit employees. Requires task force to submit report to interim committees of Legislative Assembly related to transportation by September 15, 2020. Sunsets task force on December 31, 2020. Declares emergency, effective on passage.
Provides that county, for purposes of grant-in-aid funding from Department of Corrections for community corrections, is responsible for supervision, sanctions and services for offenders convicted of certain domestic violence misdemeanors.

Allows certain police officers commissioned by Oregon Health and Science University to elect to discontinue participation in alternative retirement program and to elect to participate in Public Employees Retirement System for purposes of service performed as police officer commissioned by Oregon Health and Science University on and after date of election.
Allows employee of school district or education service district, or employee's exclusive representative, to challenge cost analysis for procurement that school district or education service district conducted. Modifies procedure by which school district and education service district conduct cost analysis before procurement and awarding of contract. Takes effect on 91st day after adjournment sine die.
Authorizes issuance of $10 million in lottery bonds for deposit in Levee Project Subaccount to be used for any purpose for which funds in subaccount may be used. Declares emergency, effective on passage.
Expands potential recipients of levee project grants to include any public body. Includes flood control embankments and flood control facilities as subjects of levee projects. Specifies certain financial conditions for levee project grants. Includes construction or capital improvement projects in definition of "levee project."
Proposes amendment to Oregon Constitution providing that, for purposes of ad valorem property taxation under Ballot Measure 50 (1997), property that is subject of sale or other transfer shall have maximum assessed value equal to property's real market value, only for first tax year that begins after sale or other transfer becomes final. Refers proposed amendment to people for their approval or rejection at next regular general election.
