Requires certain pharmacies to provide notice that naloxone and necessary medical supplies to administer naloxone are available at pharmacy. Requires practitioners to prescribe naloxone and necessary medical supplies in conjunction with prescription for certain dose of opiate. Requires practitioner to prescribe and dispense naloxone and necessary medical supplies to patient discharged from hospital after treatment for opiate overdose. Takes effect on 91st day following adjournment sine die.
Excludes portion of revenue received from federal forest reserves when calculating Local Revenues for purpose of State School Fund distributions. Declares emergency, effective July 1, 2019.

Directs State Board of Pharmacy to study feasibility of implementing, and to develop plan to implement, program to allow wholesale importation of prescription drugs into Oregon. Requires board to submit plan and report to interim committee of Legislative Assembly related to health care no later than June 30, 2020 . Takes effect on 91st day following adjournment sine die.
Prohibits State Board of Education, school district or public charter school from requiring student to pass test to demonstrate proficiency in Essential Learning Skills in order to receive diploma. Directs school district or public charter school that did not award person diploma because person did not pass test to demonstrate proficiency in Essential Learning Skills to award diploma to person upon request of person. Declares emergency, effective on passage.
Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Curry Health District for purposes of acquiring ambulance for maternity care and opening ] emergency room in Curry Medical Center. Declares emergency, effective July 1, 2019.
Prohibits State Board of Education from requiring, and school districts from administering, certain assessments to students enrolled or preparing to enroll in prekindergarten through grade two. Makes exception for assessments administered for diagnostic purposes as required under state or federal law.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements ] and is eligible to receive state and university scholarships or other financial aid . Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid .
