Prohibits landlords from denying application for tenancy based on certain rental or financial screening or admissions criteria if applicant is refugee from Ukraine. Waives written test or ] actual demonstration requirements for issuance of Class C driver license for refugee from Ukraine who holds valid driver license issued by Ukraine that expires on or after January 1, 2022. Requires Department of Transportation to waive fees relating to issuance or provision of up to two replacements of driver license issued to refugee from Ukraine. Requires Office of Immigrant and Refugee Advancement to develop and provide informational material to each field office of Department of Transportation where applications for driver licenses or vehicle registrations are accepted. Directs that informational material identify types of driver licenses issued by Ukraine that may be used to obtain Oregon driver license , identify documents that may be used by individual to demonstrate that individual is refugee from Ukraine and explain eligibility for waivers to fees and certain testing ] demonstration requirements and be provided in English, Ukrainian and Russian languages. Sunsets January 2, 2028. Declares emergency, effective on passage.

Prohibits, in specified areas of law, discrimination or harassment against persons based on caste. Authorizes enforcement of prohibition through civil action for actual and punitive damages. Authorizes attorney fees in civil proceedings for unlawful discrimination. Includes caste as protected class in bias crimes and incidents. Prohibits profiling by law enforcement agency or officer based on caste. Adds caste to real or perceived factors of motivation or basis for conduct addressed by standards for law enforcement officers. Requires law enforcement agencies to report statistics concerning crimes motivated by prejudice based on perceived caste. Adds caste to classes protected by community engagement plans for planning water projects. Adds caste to classes promoted by affirmative action by state boards, commissions and advisory boards and all branches of state government. Adds caste to types of persecution or well-founded fears of persecution that refugee children are defined to have experienced. Prohibits public charter schools from limiting student enrollment based on caste. Includes caste within cultural competence guidelines developed by System of Care Advisory Council. Prohibits person that sells guaranteed asset protection waiver in sale of motor vehicle from varying terms based on caste. Requires state agencies to eliminate discrimination based on caste. Requires state agencies to adopt any rules related to implementation of provisions of Act no later than January 1, 2024. Declares emergency, effective on passage.
Establishes Universal Health Plan Governance Board and directs board to create comprehensive plan for implementing Universal Health Plan beginning in 2027 ]. Declares emergency, effective on passage.
Establishes Statewide Steering Committee on Sickle Cell Disease. Requires committee, with regards to sickle cell disease, to establish statewide network of stakeholders, provide education services, identify funding sources and make recommendations. Requires Oregon Health Authority, in consultation with committee, to provide social support and other services for individuals with sickle cell disease, establish system to provide information to individuals, or parents or guardians of individuals, who have sickle cell trait, maintain webpage with resources for health care providers regarding care and treatment of individuals with sickle cell disease and conduct annual review of treatment plans and services provided for individuals with sickle cell disease eligible for medical assistance under Oregon Health Plan. Requires committee, in consultation with authority, to study ways to provide outreach and improve access to and coordination of health care, social support and other services for individuals with sickle cell disease, whether to establish sickle cell disease registry and whether medications, treatments and services for individuals with sickle cell disease covered by Oregon Health Plan are sufficient. Directs committee to submit findings to interim committees of Legislative Assembly related to health care no later than June ] November 30, 2024. Requires health benefit plans to cover fertility preservation for individuals with sickle cell disease. ].
Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized repair ] service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to recover damages for violation of ] seek order requiring compliance with provisions of Act. Expands allowable uses of sick leave provisions to include leave for employee's mental health and for care of mental health needs of employee's family member. Requires Commissioner of Bureau of Labor and Industries to develop informational materials and training opportunities on the relationship between mental and physical health and the benefits of mental health leave. Permits Commissioner of Bureau of Labor and Industries to enter into contracts with mental health professionals to investigate retaliation complaints involving absences for mental health. Requires commissioner to adopt rules concerning retaliation for absences related to mental health.
Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .
