Relating to methods of public procurement; prescribing an effective date.

Requires Oregon Department of Administrative Services to establish pilot program for evaluating use of challenge-based procurement to conduct certain information technology procurements. Specifies features that pilot program must have. Requires contracting agencies that use challenge-based procurement method to provide sufficient information to department to allow department to evaluate and report results of pilot program to Governor and to interim committees of Legislative Assembly related to public procurement not later than December 31, 2025. Sunsets January 2, 2026. Takes effect on 91st day following adjournment sine die.

Relating to boats; declaring an emergency.

Provides that maximum loading weight of motorboat means factory-specified dry gross weight of motorboat. Increases maximum loading weight of boat person may own to obtain towed watersports endorsement. Modifies definition of "Newberg Pool Congested Zone." Declares emergency, effective on passage.

Relating to body-worn cameras as subject of bargaining for purposes of collective bargaining.

Modifies definition of "employment relations" to exclude standards, requirements or procedures relating to body-worn cameras for purposes of law enforcement officer collective bargaining. Prohibits labor organization that represents sworn law enforcement officers of law enforcement agency from negotiating over matters related to standards, requirements or procedures relating to body-worn cameras. Provides that such matters are prohibited subjects of bargaining.

Relating to professional workforce; declaring an emergency.

Requires professional licensing boards to provide culturally responsive training to specified staff members, publish guidance on pathways to professional authorization for internationally educated individuals and waive requirement for English proficiency examination for specified internationally educated individuals. Prohibits Oregon Medical Board from imposing time limitation on completion of United States Medical Licensing Examination. Allows board to issue limited license to practice medicine to specified individuals for practice under supervision of other licensed physician. Establishes Internationally Educated Workforce Reentry Grant Program within Higher Education Coordinating Commission to award grants to local workforce development boards that contract with specified entities that provide eligible career guidance and support services to internationally educated residents of Oregon who are seeking to enter Oregon workforce in certain professions. Declares emergency, effective July 1, 2023.

Relating to first-time home buyer savings accounts; prescribing an effective date.

Modifies provisions governing first-time home buyer savings accounts. Eliminates requirement that financial institution provide annual certificate with account details to account holders. Allows account holder to designate proposed first-time home buyer as beneficiary of account. Specifies information that must be provided ] maintained by taxpayer claiming subtraction or exemption for accounts. Limits Department of Revenue rulemaking. Applies to all ] first-time home buyer savings accounts whenever ] created on or after January 1, 2024 . Takes effect on 91st day following adjournment sine die.

Proposing amendment to Oregon Constitution relating to an enumeration of equal rights.

Proposes amendment to Oregon Constitution to enumerate examples of rights, the denial or abridgement of which would violate existing constitutional guarantee of equality of rights. Makes conforming change to repeal constitutional policy of marriage being between one man and one woman. Refers proposed amendment to people for their approval or rejection at special election held on same date as next regular general election.

Relating to infertility; declaring an emergency.

Requires health insurance coverage of specified fertility services and treatments with exemption for certain insurers. Requires Oregon Health Authority to contract with health insurance carrier or third party administrator to provide infertility coverage to enrollees in exempt plans. Imposes fee on exempt plans to pay for cost of coverage. Directs Oregon Health Authority and Department of Consumer and Business Services to study access to fertility and reproductive endocrinology services and report findings to interim committees of Legislative Assembly related to health. Declares emergency, effective on passage.
