Directs State Chief Information Officer to appoint Chief Privacy Officer and describes scope of duties of Chief Privacy Officer. Directs state agencies to designate agency data officer. Relating to battery disposal; declaring an emergency.

Requires Department of Environmental Quality to study disposal of electric vehicle batteries and batteries used to store energy in wind or solar renewable energy facilities. Relating to public assistance; declaring an emergency.

Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.

Prohibits Oregon Transportation Commission from establishing toll on Interstate 205 or Interstate 5. Provides exception for tolls on Interstate 5 bridges that cross Columbia River. Directs Department of Transportation to conduct analysis of alternative funding sources for specified bridge projects. Sunsets report January 2, 2024. Declares emergency, effective on passage.

Relating to a task force on reparations for Oregonians of African-American descent; prescribing an effective date.

Establishes Task Force on Reparations and directs task force to study and develop proposals for financial and nonfinancial reparations for Oregonians of African-American descent, develop appropriate methods for educating public about task force findings and recommend appropriate remedies based on task force findings. Sunsets December 31, 2024. Takes effect on 91st day after adjournment sine die.

Relating to disclosures of certain information concerning employment-related matters; prescribing an effective date.

Makes unlawful practice for employer or employment agency to advertise job, promotion or transfer opportunity without disclosing pay range and employment benefits in job posting. Requires employers to maintain certain employment records for each employee. Makes violation unlawful practice. Permits Commissioner of Bureau of Labor and Industries to assess civil penalty against employer or employment agency for violation. Makes employment agencies subject to prohibition against inquiries regarding salary history and past criminal convictions. Becomes operative on January 2, 2024. Takes effect on 91st day following adjournment sine die.

Relating to food assistance for COFA citizens.

Establishes COFA Food Assistance Program to provide nutrition assistance to COFA citizens who would qualify for Supplemental Nutrition Assistance Program benefits but for their immigration status and who have incomes at or below federal poverty guidelines.
