Establishes Task Force on the State of Sports ] Sport in Oregon to make recommendations for growing businesses in athletics, team sports, outdoor activities and recreation ecosystem in order to establish Oregon as most conducive location in North America for sports economy. Requires task force to submit progress reports and final report, including recommendations for legislation, to interim committees of Legislative Assembly related to economic development. Sunsets January 2, 2026. Declares emergency, effective on passage.

Provides permanent revenue stream from Oregon Marijuana Account to fund ] Appropriates moneys from General Fund to Oregon Business Development Department to be used for Economic Equity Investment Program created under chapter 103, Oregon Laws 2022 (Enrolled Senate Bill 1579). Authorizes grant recipients to allocate grant moneys to any entity lawfully organized and operating under state law. Requires department, during rulemaking process, to consult persons and communities most likely to be affected by program. Requires the mass transit district known as TriMet to adopt ordinance to modify district boundaries to exclude specified territory. Provides that ordinance may not be referred to or by electors. Requires persons in specified territory to assess whether boundary change results in new tax liability.
Repeals sunset of Broadband Fund and related program. Redefines "underserved area" and "unserved area" for purposes of program related to Broadband Fund for providing grants or loans to assist with broadband service infrastructure and digital-related projects. Removes certain customer preferences in making broadband service infrastructure grant or loan award decisions under program.
Establishes Aurora State Airport Advisory Council for purpose of developing intergovernmental planning agreement among its members. Requires land use decisions to be compatible with agreement. Sunsets January 2, 2037. Amends regulations regarding through the fence airports and use of transportation facilities as basis for land use goal exceptions.
Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.
Allows veterans to participate in Oregon Promise program if first enrolled in classes within 12 months after discharge from military. Permits veterans to participate in program without having to use GI Bill benefits or having program benefits reduced by amount received by GI Bill.

Specifies contract price at which apprentice utilization requirements apply to qualified contracts with institutions of higher education and school districts. Requires contractors and subcontractors on qualified contracts to employ apprentices for 15 percent of work hours that workers in apprenticeable occupations perform under qualified contracts, to provide workers with health insurance and retirement benefits and to make good-faith efforts to encourage minority individuals, women, economically disadvantaged individuals, socially disadvantaged individuals and service-disabled veterans to become apprentices with contractor or subcontractor with aspirational goal of employing minority individuals, women, economically disadvantaged individuals, socially disadvantaged individuals and service-disabled veterans to perform 15 percent of work hours performed by apprentices in apprenticeable occupations under qualified contracts. Specifies actions that constitute good-faith efforts. Takes effect on 91st day following adjournment sine die.
