Relating to employment rights of employee who serves as a volunteer emergency service provider.

Requires employer that employs 20 or more employees to grant unpaid leave of absence to employee who is called into service to perform duties related to service as volunteer firefighter, reserve peace officer or civil air patrol member. Requires employer that employs 50 or more employees to grant unpaid leave of absence for up to 14 days to employee for training related to service as volunteer firefighter, reserve peace officer or civil air patrol member. Provides that employer commits unlawful employment practice if employer refuses to grant unpaid leave of absence or reinstatement to qualifying employee.

Proposing amendment to Oregon Constitution relating to the impeachment of statewide elected Executive Branch officials.

Proposes amendment to Oregon Constitution to vest power of impeachment of statewide elected Executive Branch officials in House of Representatives and power to try impeachments in Senate. Requires three-fifths majority vote of House of Representatives to deliver impeachment resolution to Senate and two-thirds majority vote of Senate for conviction. Limits judgment to removal from office and disqualification from holding other public office. Refers proposed amendment to people for approval or rejection at next regular general election held throughout this state.

Relating to the Umatilla Basin; declaring an emergency.

Creates program for gathering and reviewing data and research regarding ground water in Umatilla Basin and creating implementation plan to improve ground water quality and obtain full or partial removal of ground water management area designation from Lower Umatilla Basin Groundwater Management Area. Requires that program include department recommendation of scientifically based rationale for removing designation in specific areas of Lower Umatilla Basin Groundwater Management Area if practicable. Requires that program include appointment of, and support for, task force. Sunsets program January 2, 2030. Appropriates moneys to State Department of Agriculture for biennium ending June 30, 2021, to carry out program activities. Declares emergency, effective on passage.

Relating to complaints involving former employees of the office of the President of the Senate; declaring an emergency.

Allows certain former employees of office of President of Senate who were separated or terminated from employment due to certain unlawful conduct to file complaint with Commissioner of Bureau of Labor and Industries within one year after passage of Act. Authorizes commissioner to accept and investigate complaints received. Requires commissioner, upon finding of substantial evidence, to take steps to settle matter. Requires commissioner to notify Legislative Administration Committee each time settlement agreement has been reached. Provides complainants with right to bring civil action for relief within one year after commissioner dismisses complaint. Establishes Settlement Funds Account, separate and distinct from General Fund. Continuously appropriates moneys in account to Legislative Administration Committee to transfer funds to Commissioner of Bureau of Labor and Industries in $100,000 increments for payment of up to eight settlements payable under settlement agreements entered into pursuant to Act. Requires Commissioner of Bureau of Labor and Industries to provide to each member of Legislative Assembly report that summarizes details of each payment for settlement and indicates whether commissioner has received more than eight complaints. Declares emergency, effective on passage.

Relating to employees at public institutions of higher education; declaring an emergency.

Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums for employee coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board. Permits institution to agree through either institution policy or collective bargaining to pay portion of health care benefits paid for by employee. Provides that employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.

Relating to prescription drugs; declaring an emergency.

Requires Oregon Health Authority to design program to import wholesale prescription drugs from Canada. Specifies conditions and requirements. If authority estimates program would produce substantial cost savings for Oregon consumers, requires authority to seek federal approval and, with federal approval, to implement program. Authorizes administrator of Oregon Prescription Drug Program to contract with pharmacy benefit manager and to establish state-managed wholesale or retail drug distribution or dispensing system. Modifies duties of Task Force on the Fair Pricing of Prescription Drugs and extends sunset on task force. Declares emergency, effective on passage.
