Establishes Rural System Development Charges Program within Housing and Community Services Department to pay system development charges for rural affordable multifamily housing. Establishes Rural System Development Charges Fund. Appropriates moneys from General Fund to department for purposes of program. Sunsets June 30, 2027. Takes effect on 91st day following adjournment sine die.

Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.
Establishes State Board of Towing within Department of Transportation. Authorizes board to order department to deny, suspend, revoke or refuse to renew towing business certificate or letter of appointment to participate on rotational list of towing businesses for certain violations. Authorizes board to impose civil penalties for certain violations. Becomes operative January 1, 2021. Increases limitation on expenditures by department for certain expenses. Declares emergency, effective on passage.
Authorizes Oregon Liquor Control Commission to create data and analysis regarding commercial sales and commercial industries. Authorizes commission to contract for services related to creating, marketing, selling or licensing use of data and analysis. Provides for disposition of moneys received from selling or licensing use of data and analysis. Establishes Oregon Liquor Control Commission Information Technology Infrastructure Fund. Appropriates fund moneys to commission for paying costs related to data and analysis program and for procuring, operating, maintaining, staffing and servicing information system hardware, software and supplies related to operational or revenue generating functions of commission. Appropriates commission net share of revenue from data and analysis program to fund. ] Authorizes commission to negotiate certain distilled liquor prices with Indian tribes and commercial airlines. Requires professional licensing boards to consider homeschool diploma to be equivalent to high school diploma for purposes of licensure, certification or other authorization needed to provide occupational or professional service. Declares emergency, effective on passage.
Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper degree of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper degree of care. Directs court to award attorney fees to prevailing party. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
Extends sunset on CourtCare pilot programs in Marion and Polk Counties to January 2, 2022. Directs county governing bodies to report on progress of CourtCare pilot programs no later than September 15, 2020. Appropriates moneys to Oregon Department of Administrative Services for distribution to counties to implement CourtCare pilot programs. Declares emergency, effective on passage.
Modifies criteria for erecting roadside memorial signs for deceased veterans formerly prisoners of war or unaccounted for. Takes effects on 91st day following adjournment sine die.
Restricts arbitration award from ordering disciplinary action that differs from disciplinary action imposed by law enforcement agency if arbitrator makes finding that misconduct occurred consistent with agency's finding of misconduct, and disciplinary action imposed by agency is consistent with provisions of discipline guide or discipline matrix adopted by agency as result of collective bargaining and incorporated into agency's disciplinary policies. Specifies that for purposes of collective bargaining involving sworn employees ] law enforcement officers of law enforcement agency, "employment relations" includes development of discipline guide or discipline matrix.
