Allows State Parks and Recreation Department to enter into agreement with Willamette River Channel Maintenance Group for performance of maintenance needed to improve river navigability and safety, to improve marine access to public parks, landings and other accesses and to encourage tourism and transportation. Allows group to contract with other persons or public bodies to perform maintenance. Authorizes department to allocate moneys from State Parks and Recreation Department Fund to group for purpose of performing maintenance.

Provides that Attorney General may only render opinions to Governor and executive department.

Directs Department of Revenue to disclose corporate excise and income tax returns to chairpersons and vice chairpersons of legislative committees related to revenue. Takes effect on 91st day following adjournment sine die.

Establishes General Counsel Committee within Legislative Assembly and directs committee to select General Counsel. Sets forth duties and qualifications of General Counsel. Provides that duties General Counsel must perform become operative July 1, 2022. Takes effect on 91st day following adjournment sine die.

Imposes public safety assessment on covered entities. Defines "covered entity." Establishes Public Safety Assessment Fund. Requires certain covered entities to submit copy of return or form that covered entity must submit to obtain exemption from federal taxation if covered entity pays officer or employee more than $240,000. Applies to calendar years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

Allows counties to authorize single-family residential dwellings on farms that have been family-owned for at least 100 years on lands zoned for exclusive farm use.

Terminates state of emergency relating to COVID-19. Prohibits Governor from declaring state of emergency or issuing executive order related to COVID-19 unless authorized by joint resolution of Legislative Assembly. Directs that capitol building be physically opened to citizens of state within five days of adoption of resolution.

Amends constitution to provide for removal of judge upon impeachment by House of Representatives and conviction in Senate. Refers proposed amendment to people for their approval or rejection at next general election.

Prohibits Attorney General from accepting funds from sources other than public bodies of this state to pay cost of employing special legal assistants or private counsel.

Exempts small modular reactors from certain siting restrictions that apply to nuclear-fueled thermal power plants. Requires small modular reactors to be sited in city or county where electors of city or county have approved small modular reactors being located in city or county. Requires emergency planning zones for small modular reactors to be located in county where electors of county have approved small modular reactors being located in county. Requires proposed disposal of high-level radioactive waste by small modular reactor to comport with process approved or adopted by United States Nuclear Regulatory Commission.
