Allows cause of action against patent holder or licensed manufacturer for genetically engineered organism present on land without permission of owner or lawful occupant. Allows court to award prevailing plaintiff costs, attorney fees and treble economic damages.
Creates Wildfire Suppression Fund and directs to fund 60 percent of revenue from additional privilege tax on harvesting forest products. Directs amount derived from increase in certain privilege tax on harvesting forest products to Oregon Forest Land Protection Fund. Provides that State Forester may expend moneys from separate request for General Fund appropriation only if available moneys in Wildfire Suppression Fund are insufficient for expenditure. Takes effect on 91st day following adjournment sine die.
Transfers Leaburg Fish Hatchery from State Department of Fish and Wildlife to State Parks and Recreation Department. Designates Leaburg Fish Hatchery as Leaburg Hatchery State Park.
Prohibits commercial sale of health information by covered entity, business associate, subcontractor, as defined by Health Insurance Portability and Accountability Act of 1996, or other third party, without authorization of individual whose health information would be included in sale. Makes violation of prohibition unlawful practice. ] Becomes operative January 1, 2021. ] Establishes Task Force on Protecting Health Information. Specifies membership and duties. Requires task force to report to interim committees of Legislative Assembly related to judiciary by December 1, 2019. Declares emergency, effective on passage.
Requires Oregon Health Authority to analyze ground water contaminant data and provide education in areas with ground water contaminant problems. Authorizes authority to make grants and loans for purpose of assisting rental property owners and low-income property owners with installation of treatment systems. Authorizes authority to make grants to local public health authorities and other specified entities for purposes related to ensuring safe ground water. Establishes Safe Well Water Fund and continuously appropriates moneys in fund to authority for purpose of making grants and loans. Appropriates moneys from General Fund for deposit in Safe Well Water Fund. Requires, for each dwelling unit rented by landlord for which source of drinking water is well, landlord to collect and test samples of drinking water from dwelling unit for arsenic, total coliform bacteria ] E. coli and nitrates. Becomes operative March 1, 2020.
Directs State Fire Marshal to enter into grant agreement with Eugene Springfield Fire to enable development of urban search and rescue capabilities. Requires that Eugene Springfield Fire agree to conduct urban search and rescue operations throughout state when requested by State Fire Marshal, subject to certain limitations. Directs State Fire Marshal to study and make recommendations regarding current urban search and rescue capabilities in this state. Requires State Fire Marshal to submit report on findings by September 15, 2020. Appropriates moneys from General Fund to State Fire Marshal. Declares emergency, effective July 1, 2019.
Permits local government or Department of Transportation to license and regulate vehicle-for-hire services and hired drivers. Provides that local government that does not license or regulate vehicle-for-hire service may enter into intergovernmental agreement with department or other local government to accept department's or other local government's license and regulation as local government's own authorization for vehicle-for-hire service. Provides that person may not engage in business as vehicle-for-hire service or provide rides for hire except in accordance with provisions of Act and any rule, ordinance, regulation or other law that applies in jurisdiction in which vehicle-for-hire service operates. Authorizes department and local government to issue license or other authorization to engage in business as vehicle-for-hire service or provide rides for hire and to charge fees for purposes set forth in ordinance, regulation or other law. Requires vehicle-for-hire service to keep certain records and to enter into data-sharing agreement with department, other state agency or local government if department's or other state agency's rule or local government ordinance, regulation or other law requires agreement. Requires individual who applies to become hired driver to submit application with specified information to vehicle-for-hire service. Requires vehicle-for-hire service to forward application to law enforcement agency or other regulatory agency for purpose of conducting criminal background checks. Provides that vehicle-for-hire service may not permit applicant to become hired driver if applicant is not qualified under specified criteria. Specifies automobile insurance coverage requirements for hired drivers and vehicles for hire. Permits insurers to exclude coverage for activities in which individual engages as hired driver. Permits department, for purpose of administering provisions of Act, to impose fee for each ride for hire. Establishes Vehicle for Hire Service Fund. Directs department to deposit fees in fund to be used for administering provisions of Act. Punishes violation of Act as unlawful trade practice under Unlawful Trade Practices Act. ] Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

Prohibits Department of Environmental Quality from issuing air quality permits for new or modified sources that department determines may pose material threat to compliance with air quality standards unless certain requirements for review by governing body of county where source will be located are met. Authorizes department to deny permit after receipt of comments from governing body of county based on certain criteria.
