Directs Oregon Department of Administrative Services to study and make recommendations regarding use of blockchain technology by state agencies to administer public services. Requires department to submit report on findings by January 1, 2021.
Extends operation of public purpose charges until January 1, 2036.

Makes violation of statutes or rules regarding minimum standards for wine, or branding or labeling requirements for wine, unlawful trade practice.
Adds battery storage to definition of "green energy technology" for public buildings that are emergency shelters or facilities for public safety. Requires Director of Department of Consumer and Business Services or appropriate municipality, if project or essential project is public building with anticipated cost of $1 million or more, to conduct plan review of project or essential project that determines and verifies that contracting agency that conducts procurement for project or essential project has complied with requirements to set aside 1.5 percent of contract price to include green energy technology in construction, reconstruction or major renovation of public building. Provides that building permit for project or essential project may not be issued until contracting agency complies with requirements. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.
Requires that building permit must show contractor's Construction Contractors Board license number if contractor is known. Requires inspector performing building code inspection as part of building inspection program, or for purpose of enforcing municipal ordinance, to require that persons engaged in regulated building activity present evidence of compliance with applicable licensing, registration or certification requirements. Requires that municipality ensure person issued permit for work requiring Construction Contractors Board license is holder of Construction Contractors Board license. Requires Director of Department of Consumer and Business Services to inform Construction Contractors Board when director has reason to believe person is engaging, has engaged or plans to engage in violation of laws regarding licensing and endorsement of construction contractors.
Enacts Interstate Compact for Agreement Among the States to Elect the President by National Popular Vote.
Makes privilege taxes on merchantable forest products harvested on forestlands permanent and increases rate of tax levied for payment of benefits related to fire suppression. Creates Wildfire Suppression Fund and directs to fund portion of tax levied for payment of benefits related to fire suppression. Provides that State Forester may expend moneys from separate request for General Fund appropriation only if available moneys in Wildfire Suppression Fund are insufficient for expenditure. Takes effect on 91st day following adjournment sine die.
Provides that real estate appraisal activity does not include certain evaluations performed by state licensed appraiser or state certified appraiser if evaluation includes prescribed disclaimer.
Prohibits sale, purchase or use of pesticide chlorpyrifos. ] Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. ] Requires State Department of Agriculture to review current scientific data regarding safety of pesticide products containing chlorpyrifos. Requires department to report findings and recommendations to interim committee of Legislative Assembly no later than January 1, 2020. Requires department to review data for registered pesticide products containing chlorpyrifos and add additional restrictions as warranted. Sunsets January 2, 2024. Declares emergency, effective on passage.
