Gives hemp research program currently operated by State Department of Agriculture name of Oregon Industrial Hemp Agricultural Pilot Program. Authorizes actions by department to carry out program. Specifies that agricultural hemp seed is agricultural seed or flower seed for purposes of statutes regulating labeling, testing, certifying or other aspects of seeds. Directs Director of Agriculture and Dean of College of Agricultural Sciences of Oregon State University to establish program for labeling and certification of agricultural hemp seed. Provides that accredited independent testing laboratory that has been approved by Oregon Health Authority or department may test industrial hemp and industrial hemp commodities and products produced or processed by grower, handler or agricultural hemp seed producer. Requires that industrial hemp intended for human consumption be entered into tracking system prior to laboratory testing and through delivery to licensed premises. Modifies other provisions related to regulation of industrial hemp. Authorizes Oregon Liquor Control Commission actions regarding industrial hemp to enforce and ensure compliance with marijuana laws and provisions of industrial hemp laws that incorporate requirements, restrictions or other provisions of marijuana laws. Prohibits sale of industrial hemp containing more than 0.3 percent tetrahydrocannabinol to consumer by person other than licensed retailer. Changes description of limit on production and storage of homegrown cannabis plants. Prohibits production, processing or storage of homemade industrial hemp extracts. Allows department to adopt rule establishing higher average tetrahydrocannabinol concentration limit for industrial hemp if higher average concentration limit is established by federal law. Revises language regarding grower retention of agricultural hemp seed for producing industrial hemp. Establishes Industrial Hemp Fund. Appropriates fund moneys to department for purposes of implementing, administering and enforcing industrial hemp statutes. Directs certain moneys to fund. Declares emergency, effective on passage.

Directs Higher Education Coordinating Commission to develop statewide standards related to information provided by public post-secondary institutions of higher education about accelerated college credit programs. Authorizes Environmental Quality Commission to adopt program and rules to reduce public health risks from emissions of toxic air contaminants from individual stationary industrial and commercial air contamination sources. Authorizes commission to establish by rule pilot program for evaluating and controlling public health risks from toxic air contaminant emissions from multiple stationary air contamination sources. Allows Department of Environmental Quality, pursuant to rules adopted by commission, to regulate individual existing air contamination source under program or pilot program based on adjusted benchmark for excess noncancer risk. Sunsets January 1, 2029. Authorizes commission to establish fee applicable to certain air contamination sources to cover direct and indirect costs of developing and implementing individual air contamination source program and rules or pilot program . Provides that fees first become due and payable no earlier than July 1, 2019. Places temporary limits on fee increases. Sunsets temporary limits on January 2, 2024. Requires certain air contamination sources to pay to department one-time supplemental fee to pay expenses of department and commission in developing and implementing individual air contamination source program or pilot program. Sets forth supplemental fee to be paid based on permit type applicable to source. Limits certain biennial expenditures. Declares emergency, effective on passage.
Establishes grant program under which Department of Education awards grants to school districts for percentage of certain student transportation costs for which school district does not receive any amount in distributions from State School Fund or any amount related to transit activities . Takes effect July 1, 2018.
Requires Department of Human Services to disregard as resources moneys held in specified pension and retirement accounts in determining eligibility for temporary assistance for needy families.
Describes fees required when person is applying to replace or renew current driver license with Real ID compliant driver license or is applying for new original driver license that is Real ID compliant. Provides that Department of Transportation may issue, renew or replace limited term driver license, limited term driver permit or limited term identification card to persons previously issued limited term driver license, limited term driver permit or limited term identification card whose Employment Authorization Document has expired under certain circumstances. Sunsets December 31, 2021.
Allows Health Licensing Office to issue residential care facility administrator license to qualified applicant. Renames Nursing Home Administrators Board as Long Term Care Administrators Board. Prohibits board from carrying out disciplinary action against licensee unless at least one board member who represents type of license held by licensee is present at board meetings related to disciplinary action. Requires individual currently employed as residential care facility administrator in Oregon , or individual seeking employment as residential care facility administrator in Oregon prior to January 1, 2022, to apply for residential care facility administrator license by July 1, 2019. Allows Health Licensing Office to issue provisional residential care facility administrator license to qualified individual. Requires individual who holds provisional residential care facility administrator license to obtain residential care facility administrator license not later than January 1, 2022. Declares emergency, effective on passage.
Establishes requirements for seed production contracts and seed purchase contracts for seed other than agricultural seed.
Requires specified information to be shared with student , or ] staff member or certain person following conclusion of investigation related to sexual harassment. Directs State Board of Education to adopt requirements for school district policies on sexual harassment by staff members and students of persons who are on or immediately adjacent to school grounds, at any school-sponsored activity, on school-provided transportation or at any official school bus stop. Takes effect July 1, 2018.
Directs Department of Veterans' Affairs to develop written material regarding apprenticeship opportunities and provide material to certain agencies, county veterans' service officers and veterans' organizations for distribution to veterans. Directs department to provide annual training to county veterans' service officers and veterans' organizations regarding apprenticeship programs and federal and state education benefits. Takes effect on 91st day following adjournment sine die.
