Prohibits fact finder from determining plaintiff's damages for civil cause of action using calculation for projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff. ] Makes calculation of projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff inadmissible in civil action. Directs court to instruct jury in civil action involving claim for projected future earnings that jury may not consider race or ethnicity of plaintiff.

Provides specific procedure for petitioning for removal of personally discriminatory restrictions from title of real property. Declares emergency, effective on passage.

Authorizes Department of Transportation to enter into intergovernmental agreement with city having population of 500,000 or more for purpose of removing certain personal property from locations within city's urban growth boundary ] owned by department . Sunsets January 2, 2023.

Distributes civil forfeiture proceeds to scholarship program for family members ] children of deceased or disabled public safety officers. Modifies criteria for scholarship program. Applies to applications for scholarships submitted on or after July 1, 2018. Declares emergency, effective on passage.

Modifies definitions, exceptions and affirmative defenses applicable to offense of driving a motor vehicle while using a mobile electronic device. Provides that enhanced classification of offense may only be based on prior conviction occurring on or after July 1, 2018. Creates procedure by which person convicted of enhanced offense based on prior conviction occurring prior to July 1, 2018, may request that court redetermine classification of offense. Takes effect July 1, 2018. ] Declares emergency, effective on passage.

Directs Oregon Youth Authority to administer Juvenile Justice Information System in partnership with county juvenile departments. Permits disclosure of certain juvenile records to researchers, evaluators and data analysts ] government agencies, post-secondary institutions of education and persons with whom youth authority, county or county juvenile department has entered into disclosure agreement . Declares emergency, effective on passage.

Directs Department of Environmental Quality and State Forestry Department to study opportunities for state actions to promote carbon sequestration and to include in study consideration of regional approaches for reducing greenhouse gas emissions through carbon sequestration. Requires departments to report to interim committee of Legislative Assembly related to natural resources by September 15, 2019. Sunsets January 2, 2020.

Establishes standards for expansion of state airport on land zoned for exclusive farm use. Directs Oregon Homeland Security Council to prioritize state airports for resiliency investments.

Allows facility providing therapy or counseling that incorporates activities utilizing nonclinical setting to be established in area zoned for exclusive farm use if certain conditions are met.

Creates Task Force on Public Assistance Reform to study steps taken in Maine and Kansas to reduce public assistance expenditures. Directs task force to report findings, including recommendations for legislative changes, to interim committees of Legislative Assembly related to human services by September 15, 2019. Declares emergency, effective on passage.
