Provides that maximum loading weight of motorboat must be less than 5,000 ] 5,500 pounds to obtain towed watersports motorboat certificate. Authorizes State Marine Board to conduct study related to increasing or decreasing prescribed maximum loading weight. Provides that person shall carry towed watersports endorsement if engaged in any towed watersports within Newberg Pool Congested Zone. Modifies definitions of "Newberg Pool Congested Zone," "towed watersports" and "wake surfing." Prohibits person from wake surfing or using devices or individuals to increase wakes in Newberg Pool Congested Zone. Declares emergency, effective on passage.

Modifies composition and duties of Oregon Broadband Advisory Council. Provides for establishment of grant application review committees. Directs Oregon Broadband Office to develop Broadband Action Plan and Digital Equity Plan that address requirements in Infrastructure Investment and Jobs Act. Directs Oregon Broadband Office to collect geospatial data information related to broadband service in Oregon to assist state to determine eligibility for grants and loans and confirm allocation of federal funds. Exempts from public disclosure proprietary information subject to nondisclosure agreement provided to office. Establishes Connecting Oregon Libraries Fund. Continuously appropriates moneys in fund to State Library for purpose of providing matching funds for federal moneys received by certain libraries for providing broadband access. Requires State Library Board to adopt certain rules before distributing moneys in fund. Directs Public Utility Commission, in consultation with certain other state agencies, to investigate and make recommendations on feasibility of expanding Oregon Telephone Assistance Program and applying residential service surcharge to support access to broadband Internet access service or other telecommunications services. Requires commission to submit report to appropriate regular or interim committee of Legislative Assembly and Oregon Broadband Office no later than June 1, 2023. Removes requirement that Public Utility Commission serve notice of all filings of applications for certificates of authority to provide intrastate telecommunications services. Removes requirement that commission provide annual competitive provider report to Legislative Assembly. Declares emergency, effective on passage.

Establishes Elliott State Research Forest consisting of lands formerly constituting Elliott State Forest. Declares Oregon State University's Elliott State Research Forest Proposal accepted and amended by State Land Board. Provides for further amendments to proposal by university under certain circumstances. Creates Elliott State Research Forest Authority to administer Elliott State Research Forest. Provides that authority shall be governed by board of directors to which voting members are appointed by State Land Board. Describes duties of board of directors. Provides that board of directors constitutes governing body of authority for purposes of public meetings statutes. Describes duties and powers of State Land Board related to forest. Describes duties of executive director of authority. Describes powers of authority. Provides that requirements of public records statutes apply to authority. Provides that requirements of Administrative Procedures Act do not apply to actions of authority or board of directors. Creates exception allowing judicial review of action principally concerning person's individual rights. Creates exception allowing judicial review of certain other actions. Authorizes board of directors to request revenue bonding to be used for owning, operating or administering forest. Authorizes board of directors to request certain general obligation bonding to be used for owning and operating forest. ] Authorizes use of certificates of participation financing to finance capital projects or purchases related to owning, operating or administering forest. Requires owners or operators of bulk oils and liquid fuels terminals located in Columbia, Multnomah or Lane County to conduct and submit to Department of Environmental Quality seismic vulnerability assessments. Requires department to review and approve seismic vulnerability assessments. Requires owner or operator of existing bulk oils or liquid fuels terminal to submit seismic vulnerability assessment by June 1, 2024. Requires department to submit report on seismic vulnerability assessments and make recommendations on expansion of program to interim committees of Legislative Assembly by November 1, 2024. Requires owner or operator of bulk oils or liquid fuels terminal to properly implement seismic risk mitigation implementation plan approved by department. Directs Environmental Quality Commission to, by rule, adopt seismic risk mitigation implementation program for bulk oils or liquid fuels terminals. Prohibits owner or operator of bulk oils or liquid fuels terminal from retaliating against employee who provides information regarding violation of law or safety risks. Establishes Seismic Risk Mitigation Fund. Requires State Department of Energy to develop energy security plan by June 1, 2024, and provide report on implementation or revision of plan to interim committees of Legislative Assembly by September 15 of each even-numbered year. Takes effect on 91st day following adjournment sine die.
Expands crime of assault in the third degree to include causing physical injury to person working in hospital while worker is performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Declares emergency, effective on passage.

Limits civil liability except for gross negligence. Requires cemetery association ] funeral establishment, crematory operator , cemetery authority, alternative disposition facility operator, licensed funeral service practitioner or other entity in possession of unclaimed cremated or reduced ] human remains of veteran or spouse, dependent or survivor of veteran to release cremated or reduced ] human remains and associated veteran status information upon request to veterans' remains coordinator under certain circumstances . Limits civil liability for release of veteran status information except for gross negligence. Requires cemetery association ] funeral establishment, crematory operator , cemetery authority, alternative disposition facility operator, licensed funeral service practitioner or other entity in possession of unclaimed cremated or reduced ] human remains of veteran or spouse, dependent or survivor of veteran to notify county veterans' service officer under certain circumstances. Requires funeral establishment, crematory operator, cemetery authority, alternative disposition facility operator or licensed funeral service practitioner in possession of unclaimed human remains of veteran or spouse, dependent or survivor of veteran to apply for state or federal benefits under certain circumstances. Authorizes funeral establishment, crematory operator, cemetery authority, alternative disposition facility operator or licensed funeral service practitioner in possession of unclaimed human remains of veteran or spouse, dependent or survivor of veteran to cremate, reduce or inter unclaimed human remains under certain circumstances. Directs county veterans' service officer to report information about veteran or spouse, dependent or survivor of veteran to United States Department of Veterans Affairs. Requires county veterans' service officer to establish and maintain list of reported information and to make information available upon request to veterans' remains coordinator.
Establishes Oregon Freedom Pilot Program in Department of Human Services to provide monthly stipends to low-income families. Sunsets December 31, 2026. Imposes sales and use tax on sales of certain luxury goods. Establishes Oregon Freedom Pilot Program Fund and continuously appropriates moneys in fund to Department of Human Services for purpose of implementing Oregon Freedom Pilot Program. Provides for general administration, collection and enforcement of taxes by Department of Revenue. Takes effect on 91st day following adjournment sine die.
