Relating to education savings accounts; declaring an emergency.

Establishes education savings account (ESA) program. Allows participating students to obtain grants from education savings accounts to pay for qualified education expenses for specified types of schools or education programs. Establishes Education Savings Program Fund and transfers moneys from State School Fund distributions for use in education savings accounts. Requires Department of Education, in consultation with State Treasurer, to establish parent advisory committee. First applies to 2024-2025 school year. Declares emergency, effective on passage.

Relating to a tax credit for rural medical care; prescribing an effective date.

Modifies conditions of eligibility for tax credit allowed to rural medical care provider. Removes eligibility limitation on adjusted gross income of individual providing rural medical care, restrictions on types of hospitals and tiered amounts of allowable credit based on distance from certain municipalities. Increases credit amount. Removes requirement of hospital consulting privileges applicable to optometrist claiming credit. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to voter registration.

Provides that any voter who has not updated residence portion of voter registration card in more than two years will become inactive elector.

Relating to approval standards for residential development.

Requires Department of Consumer and Business Services to study approval standards for residential development. Directs department to submit findings to interim committees of Legislative Assembly related to housing not later than September 15, 2024.

Relating to wildfire risk.

Prohibits insurance company from considering map of wildfire risk when determining insurance rate. Directs State Board of Forestry to adopt new definition of term "wildland-urban interface." Provides that map of wildfire risk must display wildfire risk classes only for properties within wildland-urban interface. Provides that State Forestry Department shall develop map of wildfire risk only after Department of Land Conservation and Development and Department of Consumer and Business Services have taken certain actions.
