Relating to fire insurance that covers property located in the wildland-urban interface; prescribing an effective date.

Prohibits insurer from canceling or raising premiums on policies of fire insurance by more than three percent if insured's property is located within wildland-urban interface or insured's primary employment or economic or business activity is farming or resource extraction. Specifies exceptions. Requires Department of Consumer and Business Services to determine by rule how to measure employment or economic or business activity for purposes of qualifying for limitations on cancellations and policy increases. Takes effect on 91st day following adjournment sine die.

Relating to cannabis; prescribing an effective date.

Directs Oregon Liquor and Cannabis Commission to establish annual registration program and labeling requirements for industrial hemp commodity or product that contains cannabinoids and is intended for human or animal consumption. Removes requirement that State Department of Agriculture adopt rules establishing tracking requirements for transfer of industrial hemp commodities and products intended for human consumption. Takes effect on 91st day following adjournment sine die.

Requires State Board of Examiners for Speech-Language Pathology and Audiology to adopt rules requiring licensed person to inform prospective purchaser of hearing aids about specified hearing aids. Relating to requirements for approving residential construction; prescribing an effective date.

Requires Department of Consumer and Business Services to enter into public contract to research and analyze administrative procedures for approving residential construction projects in this state and to develop recommendations, including recommendations for best practices, for reducing amount of time necessary for approval. Specifies requirements for method of conducting, and scope of information for inclusion in, contractor's research and analysis. Requires department to report each calendar quarter on progress of research and analysis to interim committee of Legislative Assembly related to housing, with initial report due not later than December 1, 2024. Adds to list of items that are necessary for substantial completion of residential subdivision off-site improvements for emergency services, water and storm water and sewage disposal at capacity that is sufficient to serve residential subdivision. Requires city or county to allow applications for building permits without regard to whether final plat is recorded. Takes effect on 91st day following adjournment sine die.

Relating to the regulation of firearms in public buildings.

Requires district school board or higher education governing board that adopts policy limiting possession of firearms by concealed handgun licensees on school grounds to install metal detectors at entrances to buildings subject to policy.

Relating to small forestland owners.

Provides that small forestland owner or owner's estate, heirs or devisees, that planted trees under reforestation requirements may harvest trees. Specifies that reforestation requirements apply after trees have been harvested. Allows State Board of Forestry to adopt rules to implement section.
