Relating to children's advocacy centers; declaring an emergency.

Grants certain immunities to children's advocacy centers and to employees and designated agents of children's advocacy centers. Requires applicants for funds to establish and maintain children's advocacy center to include evidence of center's accreditation with nationally recognized organization. Relating to wildfire.

Directs Department of Environmental Quality to notify Attorney General if air quality index readings for area of state reach 250 or higher during seven consecutive days and cause is believed to be wildfire originating on lands owned by United States. Directs Attorney General to investigate and bring civil action if wildfire was caused by negligent or unlawful forest management practices.

Relating to costs of adoption; declaring an emergency.

Directs Department of Human Services to administer program to provide financial assistance to prospective adoptive families to cover costs associated with adoption that are not paid for or reimbursed by public funds or commercial insurance. Declares emergency, effective July 1, 2023.

Relating to the prevention of wildfire; prescribing an effective date.

Creates subtraction from federal taxable income for amounts received as grants related to preventing wildfire. Applies to amounts received in tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Prohibits discrimination in places of public accommodation on basis of person's medical history. Prohibits discrimination in education on basis of person's medical history. Relating to firearm purchase permits.

Authorizes county to adopt ordinance concerning Ballot Measure 114 (2022) providing that law enforcement agency with jurisdiction entirely within county is not required to act as firearm purchase permit agent, and permit is not required for transfer of firearm from transferor within county to county resident.
