Amends the Local Government Debt Reform Act and the School Code. Allows the school board of any school district having a population of less than 500,000 inhabitants to impose a tax upon all persons engaged in the business of selling tangible personal property, other than personal property titled or registered with an agency of this State's government, at retail in the school district, on the gross receipts from the sales made in the course of business, to provide revenue to be used exclusively for school facility purposes if a proposition for the tax has been submitted to the electors of that school district and approved by a majority of those voting on the question. Provides that the tax may be imposed in only one-quarter percent increments and may not exceed 1%. Sets forth items on which the tax must not be imposed, and gives the Department of Revenue administration and enforcement powers. Provides that if this tax has been imposed, then a service occupation tax must also be imposed at the same rate upon all persons engaged, in the school district, in the business of making sales of service who, as an incident to making those sales of service, transfer tangible personal property within the school district as an incident to the sale of service. Provides for certain referendum exceptions. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State employees.
Creates the Health Benefits Exchange Act. Contains only a short title provision.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning the short title.
Creates the Illinois Titanium Powdered Metals Development Act. Creates the Illinois Titanium Powdered Metals Development Advisory Committee within the Department of Commerce and Economic Opportunity. Sets forth the membership of the Committee, including the Director of Commerce and Economic Opportunity and members appointed by the Governor and each of the legislative leaders. Sets forth the powers and duties of the Committee, including assisting with the growth and development of the titanium powdered metals industry within Illinois and the creation of a consortium or center that conducts, coordinates, and supports titanium powdered metals research, promotion, and marketing activities in the State. Requires the Committee to prepare and submit an annual report to the Governor and the General Assembly. Contains other provisions. Amends the Illinois Enterprise Zone Act. Provides that businesses that (i) intend to make minimum investment of $3,000,000 in titanium powdered metals manufacturing which will be placed in service in qualified property and (ii) intend to create or retain a minimum of 15 full-time equivalent jobs in titanium powdered metals manufacturing at a location in Illinois are considered high impact businesses. Effective immediately.
Amends the Public Utilities Act. Provides that an entity that owns or operates a facility that furnishes or sells electricity to the public for the purpose of charging electric vehicles is not and shall not be deemed a public utility or an alternative retail electric supplier. Provides that if, however, the entity that owns or operates such a facility is otherwise deemed a public utility or an alternative retail electric supplier under the Act, or is otherwise subject to regulation under the Act, then that entity is not exempt from and remains subject to the otherwise applicable provisions of the Act. Effective immediately.
Amends the Abused and Neglected Child Reporting Act. Makes a technical change in a Section concerning the responsibilities of the Department of Children and Family Services under the Act.
Amends the Public Utilities Act. Provides that, beginning January 1, 2013, every electric utility and alternative retail electric supplier shall provide specified information related to the environment through an electronic medium, such as a website or by electronic mail, or through the U.S. Postal Service to its customers on a quarterly basis. Effective immediately.
Amends the Illinois Identification Card Act. Removes provisions authorizing the Secretary of State to provide by rule for the issuance of an identification card without photograph if the applicant has a bona fide religious objection to being photographed or to the display of his or her photograph. Substitutes the term "person with a disability" for the term "disabled person". Redefines the terms "developmental disability", "visual disability", "physical disability", and "mental disability". Provides that blindness is a Class 1A disability. Changes the name of the Illinois Disabled Person Identification Card to the Illinois Person with a Disability Identification Card. Makes conforming changes in the Election Code, Property Tax Code, Mobile Home Local Services Tax Act, Illinois Public Aid Code, Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act, Fish and Aquatic Life Code, Wildlife Code, Illinois Vehicle Code, Jury Act, and Jury Commission Act. Effective January 1, 2013.
