Amends the Public Utilities Act. Makes a technical change in the short title Section.

Amends the Property Tax Code. In a Section concerning pollution control facilities, provides that effective date of certification as a pollution control facility shall be the later of: (i) January 1 of the year in which the facility is certified or (ii) the date of the construction or installation of the facility. Provides that the term "pollution control facility" includes, but is not limited to, ultra-low sulfur diesel equipment.
Amends the Illinois Youthbuild Act. Authorizes the Department of Juvenile Justice, the Department of Commerce and Economic Opportunity, the Department of Corrections, the Department of Transportation, and the Department of Human Services to make grants to applicants for the purpose of carrying out Youthbuild programs. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the powers and duties of the Illinois Liquor Control Commission.
Amends the Public Utilities Act. Provides that the Commerce Commission may require gas utilities to keep accounts that reflect depreciation and other specified information. Effective immediately.
Amends the Motor Fuel Sales Act. Provides that gasoline stations and service stations must provide a minimum of one fueling site with a calling device that allows the disabled operator of a motor vehicle to request refueling assistance; sets forth minimum specifications for such a calling device. Provides that gasoline stations and service stations also must let patrons know, through appropriate signs, that customers with disabilities can obtain refueling assistance by using the calling device. Removes provisions providing civil penalties enforced by the Department of Agriculture.
Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act. Defines "regulation" as an ordinance, resolution, or rule that has the effect of controlling, limiting, restricting, or placing of an additional fee on a firearm, ammunition, or component of a firearm or ammunition. Effective immediately.
Amends the Illinois Power Agency Act. In a provision concerning the price paid to procure renewable energy credits using monies from the Illinois Power Agency Renewable Energy Resources Fund, directs the Agency to implement a market-based benchmark subject to approval by the Illinois Commerce Commission. Provides that the Agency shall recover all planning and procurement costs. Provides that the Agency may procure renewable energy resources independently as well as in conjunction with a procurement event for certain electric utilities. Effective immediately.
Amends the Illinois Emergency Employment Development Act. Transfers Workforce Investment Act-related programs from the Department of Commerce and Economic Opportunity to the Department of Workforce Development. Amends the Department of Workforce Development Law of the Civil Administrative Code of Illinois. Renames the Department of Employment Security as the Department of Workforce Development. Adds provisions transferring responsibility for the programs from the Department of Commerce and Economic Opportunity to the Department of Workforce Development, including the Illinois Trade Adjustment Assistance Program and the notice required under the Illinois Worker Adjustment and Retraining Notification Act. Amends the School Code. Adds the Director of Workforce Development as an ex-officio member of the Illinois P-20 Council. Amends related provisions in specified Acts to facilitate these transfers. Effective immediately.
Amends the Boiler and Pressure Vessel Safety Act. Authorizes the State Fire Marshal to petition for injunctive relief to enjoin any person, firm, association, corporation, or other entity in violation of the Act to cease the prohibited activity. Authorizes a court to issue a temporary restraining order against the person or entity in violation of the Act. Further provides that if any person or entity remains in violation after injunctive relief or a temporary restraining order has been granted, then the court may enter a judgment permanently enjoining that person or entity from engaging in further prohibited activities.
