Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.

Amends the Firearm Owners Identification Card Act. Provides that a person who transfers or causes to be transferred a firearm within the State must keep a record of the transfer for a period of 5 (rather than 10) years from the date of the transfer. Effective immediately.
Amends the Firearm Concealed Carry Act. Adds provision that the Act shall not be construed to diminish or restrict the ability of a licensee under this Act to carry a firearm, who is authorized to carry a firearm under another Act or law. Effective immediately.
Amends the Illinois Finance Authority Act and the Illinois Power Agency Act. Provides that under those Acts energy efficiency measures include a reduction in the amount of heat rate. Effective immediately.
Amends the Energy Conservation Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that, when a court declares a sale in error upon application of the owner of the certificate of purchase, the court shall promptly notify the county collector in writing.
Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.
Amends the Property Tax Code. In provisions concerning complaints before the board of review seeking a change in assessed valuation of $100,000 or more, provides that the complainant (instead of the board of review) shall serve a copy of the petition on all taxing districts as shown on the most recent tax bill. Provides that the complaint shall include a certificate of service showing that that the copies were served. Provides that, if the complainant fails to include a certificate of service, then the complainant waives the right to receive a change of $100,000 or more in assessed value for that year. Contains provisions concerning intervention by taxing districts in proceedings before the board of review. Effective immediately.
Amends the Cook County and Cook County Forest Preserve Articles of the Illinois Pension Code. Increases the tax multiplier through the year 2022. Beginning in the year 2023, eliminates the multiplier and provides for the annual required contribution and tax levy to be a sum that, when added to the amounts deducted from the salaries of employees or otherwise contributed by them and revenues from other sources, will equal a sum sufficient to meet the annual actuarial requirements of the pension fund as determined by a qualified actuary retained by the pension fund. Defines the annual actuarial requirements of the pension fund to be (1) the normal cost of the pension fund, plus (2) the annual amount necessary to amortize the fund's unfunded accrued liabilities over a period of 30 years from the effective date of the evaluation. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Firearm Owners Identification Card Act. Provides that a unit of local government, including a home rule unit, may not impose any tax, fee, or other assessment other than the normal sales tax rate for goods, on any firearms, firearm attachments, or firearm ammunition. Provides that the provisions of any ordinance or resolution on or after the effective date of the amendatory Act by any county government that imposes any tax, fee, or other assessment other than the normal sales tax rate for goods are invalid and all those existing ordinances and resolutions are void. Effective immediately.
