Urges Congress to pass H.R. 875 to scientifically determine the effects that E-15 will have on internal combustion engines of all types.

Amends the Cook County and Cook County Forest Preserve Articles of the Illinois Pension Code. Increases the tax multiplier through the year 2022. Beginning in the year 2023, eliminates the multiplier and provides for the annual required contribution and tax levy to be a sum that, when added to the amounts deducted from the salaries of employees or otherwise contributed by them and revenues from other sources, will equal a sum sufficient to meet the annual actuarial requirements of the pension fund as determined by a qualified actuary retained by the pension fund. Defines the annual actuarial requirements of the pension fund to be (1) the normal cost of the pension fund, plus (2) the annual amount necessary to amortize the fund's unfunded accrued liabilities over a period of 30 years from the effective date of the evaluation. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Property Tax Code. Provides that property that is used for refining crude oil located in a county of less than 1,000,000 inhabitants, as to which litigation with respect to its assessed valuation is pending or was pending as of January 1, 2011, may be the subject of a real property tax assessment settlement agreement among the taxpayer and taxing districts in which it is situated. Provides that wind turbines and ethanol producing facilities (other than systems, methods, construction, devices, or appliances appurtenant to ethanol producing facilities) are not considered pollution control facilities. In a Section concerning valuation for pollution control facilities, provides that the Department of Revenue shall, when reasonable, (now, the Department "shall") consider certain factors when determining the fair cash value of the facility. Provides that the effective date of a pollution control facility certificate is January 1 of the year in which the certificate is issued. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the application of ratemaking provisions of Article IX of the Act.
Amends the Minimum Wage Law. Makes a technical change in a Section concerning the application of the Act.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Blue Star Banner plates to residents of Illinois that have a spouse, parent, sibling, or child actively serving in the United States Armed Forces.
Amends the Self-Service Storage Facility Act. Provides that the term "last known address" includes electronic mail addresses. Defines "verified mail" and "electronic mail". Provides that notice under the Act shall be delivered by verified mail or by electronic mail (instead of "by certified mail or by first-class mail with a certificate of mailing") to the last known address of the occupant. Provides that a notice sent by electronic mail is presumed delivered when the owner receives a receipt of delivery to the occupant's last known address. Provides that the advertising requirements of the sale or other disposition to enforce the lien may be met in any commercially reasonable manner, and that the manner of advertisement shall be deemed commercially reasonable if at least 3 independent bidders attend the sale. Provides that a sale shall be deemed to be held at the self-service storage facility where the personal property is stored if the sale is held on a publicly accessible online website.
Amends the Western Illinois University Law to allow the Board of Trustees to sell, lease, or otherwise transfer and convey specified property in Rock Island County without compliance with the State Property Control Act and to retain the proceeds in the University treasury in a special, separate development fund account that the Auditor General shall examine. Allows revenues from the development fund account to be withdrawn by the University for certain purposes. Effective immediately.
Amends the Western Illinois University Law. Requires one of the Board of Trustees' quarterly meetings to be held on the Quad Cities campus of Western Illinois University. Effective immediately.
Amends the Criminal Code of 2012. Provides that the prohibitions of the statute concerning tattooing the body of a minor do not apply to the removal of a tattoo from a person under 18 years of age, who is a victim of trafficking in persons, involuntary sexual servitude of a minor, or involuntary servitude or who is or has been a streetgang member as defined in the Illinois Streetgang Terrorism Omnibus Prevention Act, if the removal of the tattoo is performed in an establishment or multi-type establishment which has received a certificate of registration from the Department of Public Health or its agent under the Tattoo and Body Piercing Establishment Registration Act and the removal of the tattoo is performed by the operator or an authorized employee of the operator of the establishment or multi-type establishment. Effective immediately.
