Amends the Department of Veterans Affairs Act. In the provision concerning Gold Star Family members, includes mothers through adoption and fathers through adoption.

Amends the Recyclable Metal Purchase Registration Law. Provides that all purchases of recyclable metal must be recorded as provided in the Act, instead of only purchases of recyclable metal with a minimum value of $100. Provides that recyclable metal dealers must retain transaction records for 3 instead of 2 years. Requires dealers to ask about where the recyclable metal was obtained. Requires a recyclable metal dealer that suspects property in his or her possession to be lost or stolen to immediately notify local law enforcement. Restricts the purchase and sale of specific materials without documentation of ownership. Provides that recyclable metal dealers cannot pay cash, nor make payment at the time of the transaction, for specified metals. Provides that it is a violation of the Act for a recyclable metal dealer to purchase or attempt to purchase recyclable metal from persons convicted of specified felonies, when the dealer has been informed of such convictions by law enforcement. Provides that any person, in addition to a recyclable metal dealer, who knowingly fails to comply with the Act is guilty of a Class A misdemeanor for the first offense, and a Class 4 felony for the second or subsequent offense.
Amends the Nursing Home Care Act. Provides that "resident's representative" means a person other than the owner "not related to the resident". Effective immediately.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning tax checkoff explanations.
Amends the Illinois Vehicle Code. Defines "former military vehicle" as a vehicle or trailer, regardless of size, weight, or year of manufacture, that was manufactured for use in any country's military forces and is maintained to depict or represent military design or markings, and does not include a vehicle used for any commercial or production agriculture purpose. Provides that the owner of a former military vehicle may register the vehicle for a fee not to exceed $100 for a vehicle with a gross vehicle weight rating of 26,000 pounds or less; $150 for a vehicle with a gross vehicle weight rating of over 26,000 pounds; $25 for a trailer with a weight of 3,000 pounds or less; or $75 for a trailer with a weight of over 3,000 pounds. Provides that the Secretary of State may prescribe that former military vehicle plates be issued for a definite or an indefinite term, such term to correspond to the term of registration plates issued generally as provided by law. Provides that any person requesting former military vehicle plates may also apply to have vanity or personalized plates. Provides that a vehicle registered as a former military vehicle is not subject to weight tax requirements. Effective immediately.
Amends the Illinois Income Tax Act. Provides that unemployment benefits paid by the Illinois Department of Employment Security are allocable to this State. Effective July 1, 2012.
Proposes to amend the Bill of Rights Article of the Illinois Constitution concerning crime victim's rights. Provides that in addition to other rights provided in the Constitutional provision, a crime victim has the right to: (1) be free from harassment, intimidation, and abuse; (2) refuse to disclose information that is privileged or confidential by law; (3) timely notification of post-trial proceedings; (4) be heard in person or in any other reasonable manner the victim chooses at any proceeding involving a post-arraignment release decision, plea, sentencing, post-conviction or post-adjudication release decision, or any proceeding in which a right of the victim is at issue; (5) receive a report prepared for sentencing, reduction in sentence, parole, early release, or clemency, when available to the accused; and (6) have the safety of the victim and the victim's family considered in denying or fixing the amount of bail, determining whether to release the defendant, and setting conditions of release after arrest and conviction. Provides that nothing in this Constitutional provision creates any cause of action for compensation or damages against the State, any political subdivision of the State, any officer, employee, or agent of the State or of any of its political subdivisions, or any officer or employee of the court. Effective upon being declared adopted.
Proposes to amend the Judiciary Article of the Illinois Constitution. Requires each State's Attorney to be a resident of the State. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act. Applies to the election of State's Attorneys in 2016 and thereafter; does not affect the terms of State's Attorneys elected before 2016.
Amends the Public Utilities Act. Provides that beginning in 2012, the Illinois Commerce Commission shall prepare an annual report regarding the development of electricity markets in Illinois which shall be filed by April 1 of each year with the Joint Committee on Legislative Support Services of the General Assembly and the Governor and which shall be publicly available. Provides that the report shall include, at a minimum, specified information, including the status of consumer protections for the retail customers of alternative retail electric suppliers, and recommendations for improving such consumer protections whether through administrative action, Commission rule, or recommendations to the General Assembly for adoption based on conditions in Illinois and other states with competitive markets for retail electric customers.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on October 27, 1998 by the City of Moline must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
