Appropriates $2 from the Common School Fund to the State Board of Education for general State financial aid purposes. Effective July 1, 2012.

Amends the Illinois Pension Code. In the Cook County and Cook County Forest Preserve Articles, increases the multiplier used to calculate the maximum tax levy for the years 2014 through 2020. Beginning in 2021, provides for an annual tax levy based on (1) the employer's normal cost of the pension fund, plus (2) the annual amount necessary to amortize the fund's unfunded accrued liabilities over a period of 30 years from the effective date of the evaluation. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Resolves that State legislators should override the Government's veto and restore the regional superintendents' State funding.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State universities.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Amends the Electric Supplier Act. Makes a technical change in the short title Section.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that the Department of Transportation shall certify United States Department of Labor apprenticeship programs which have joint labor management boards regulated under the federal Labor Management Relations Act as able to teach, train, and test their own members for any quality assurance and quality control certifications required by the Department. Provides that the Department shall make all course curricula, teaching aides, syllabi, and tests for the instructors of programs available without charge. Provides that the Department shall bear the cost of administering required testing, and that the Department or any third party it uses to administer the testing shall provide testers upon 10 days notice. Provides that if testers are not provided by the Department or third party, the apprenticeship program may provide its own testers. Effective immediately.
Amends the Unified Code of Corrections. Provides that the court shall not impose a sentence of periodic imprisonment if it imposes a sentence of imprisonment upon the defendant and the court imposed sentence of periodic imprisonment in combination with the period of imprisonment would exceed the maximum sentence of periodic imprisonment for that offense permitted under the Code (rather than the court shall not impose a sentence of periodic imprisonment if it imposes a sentence of imprisonment upon the defendant in excess of 90 days). Effective immediately.
Amends the Illinois Vehicle Code. Provides that beginning January 1, 2013, the Secretary of State is authorized to collect for deposit into the Motor Vehicle License Plate Fund a delinquent vehicle dealer transfer fee in the following amounts: $20 if the certificate of title is received 30 days after the date of sale; $35 if received after 60 days; $65 if received after 90 days; $100 if received after 120 days. Provides that prior to issuance of a certificate of title, a homemade trailer must be inspected by a Secretary of State employee (instead of by a Secretary of State investigator). Provides that the Secretary may issue a dealer lien release certificate of title for a fee of $20, provided certain conditions are met. Provides that the Secretary may deny, revoke, or suspend the dealer license of a licensee who has failed to pay, within 90 days after notice has been given, any fine or fee owed as a result of an administrative citation issued by the Secretary. Increases the fine for operating a business after having failed to obtain a license from $300 to $500 per day. Increases the fine for operating a business with a revoked, suspended, denied, or cancelled license from $500 to $1000 per day. Provides that instead of filing a criminal complaint against an entity licensed by the Secretary, a Secretary of State Police investigator may issue administrative citations for violations of statutes or rules concerning dealers, transporters, wreckers and rebuilders. Contains procedural requirements concerning the issuance of administrative citations. Provides that the penalty imposed by issuance of an administrative citation shall not exceed $50 per violation. Provides that penalties paid as a result of the issuance of administrative citations shall be deposited in the Secretary of State Police Services Fund. Effective immediately.
Creates the Thomson United States Penitentiary Cession Act. Cedes to the United States concurrent jurisdiction over the Thomson United States Penitentiary. Specifies that cession shall be effective upon the filing of an acceptance by the United States with the Governor of the State of Illinois. Prohibits the Act from being construed to deprive the State of Illinois of jurisdiction over the described lands. Effective immediately.
