Amends the Public Utilities Act. Makes a technical change in a Section concerning the Illinois Commerce Commission.
Amends the Public Utilities Act. Provides that all fines and penalties recovered by the State in certain actions and all other fines and civil penalties shall be paid into the State treasury to the credit of the Public Utility Fund (instead of the General Revenue Fund). Amends the Illinois Gas Pipeline Safety Act. Removes from the Act that the amount of any final civil penalty may be deducted from any sums owed by the State to the person charged or that may be recovered in a civil action. Provides that all penalties recovered by the State in any action shall be paid into the Public Utility Fund (instead of the General Revenue Fund). Effective immediately.
Appropriates $2 from the General Revenue Fund to the State Board of Education for transportation reimbursement purposes. Effective July 1, 2012.
Amends the Public Utilities Act. Provides that the required procurement plan for an electric utility shall include proposed bidding rules, bid documents, standard form contracts, and credit documents and policies. Changes provisions concerning the draft and final procurement plans by the Illinois Power Agency, including the role of the Illinois Commerce Commission. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning bail bond.
Amends the Code of Criminal Procedure of 1963. Provides that a person for whom bail has been set may execute the bail bond by depositing with the clerk of the court before which the proceeding is pending a surety bond in an amount equal to 25% of the bail, executed by a surety approved by the court.

Amends the Motor Fuel Sales Act. Provides that gasoline stations and service stations must provide a minimum of one fueling site with a calling device that allows the disabled operator of a motor vehicle to request refueling assistance; sets forth minimum specifications for such a calling device. Provides that gasoline stations and service stations also must let patrons know, through appropriate signs, that customers with disabilities can obtain refueling assistance by using the calling device (instead of by either honking or otherwise signaling an employee).
